League Rules
Ideally, this non-contract league will consist of 8 owners. The 8 owners will draft the 16 teams as outlined on the welcome page. Once the teams are drafted, players from both 1920 and 1921 will be imported to build our initial rosters. There will be no duplicates in the league. Initial 1920 import will be 100AB and 25 IP. Player will go to the team he played for the most in 1920. Only players not already in the league will then be imported for 1921, this time 100AB and 35IP. All players with under 150AB/50 IP will have their stats doubled. You may then do a stat change for ALL of your 1920 players on this initial import to 1921 stats (Min 100AB/35IP), however if you do the player will age 1 year. ANY ISSUE ABOUT WHICH TEAM A PLAYER BELONGS ON MUST BE RAISED PRIOR TO THE FIRST GAME, OR THE RIGHT TO APPEAL IS WAIVED. Once a player “suits up” for a game, he belongs to that team.You may trade as many players as you want, as long as it is not between your two teams. That is illegal and will be dealt with, up to, and including, dismissal from the league.
We will use 4-man rotations, and 24 major/32 total rosters, but the total may increase with the passing years to a limit not to exceed 40.
From each of the two 8-team leagues, 5 teams will make the playoffs: a regular season champion, and 4 wild card teams. The wild card teams will compete with each other in best-of-3 series until 1 wild card team remains in each league. The remaining wild card team will play at the regular season champion in a best-of-7 series where the winner advances to the World Series, also a best-of-7 affair. This allows most owners to remain competitive all season, while granting value and protection to the team that had the best record for the season.
Rookie Imports:
WORST TO FIRST DRAFT BY RECORD.
The team that finishes last by record will get their choice of the next seasons incoming rookie draft class.
If there is a tie for record:
2 teams in same league: head to head, then run differential.
3 or more teams: strictly run differential.
2 or more teams across leagues: strictly run differential.
If in any case run differential also is tied, the PC power ranking will be used.
Champ drafts last regardless of record.
Rookie Imports will be 50AB/15 IP minimum in future seasons. This may increase to 100AB/35IP once team rosters and FA pool grows. All rookies imported under 150AB/50 IP will have stats doubled.
It goes without saying, I hope, that this requires research in baseball reference to determine who the incoming rookies for each team will be (I guess I said it anyway).
TANKING:
With this rotation method comes a risk of tanking which will not be tolerated. I don't expect this to be a problem with this group of owners, however, here is how it will be dealt with.
If an owner suspects another owner of tanking, the owner should bring this to my attention with an explanation of why they believe the other owner is tanking. A committee of 3 other owners will be formed to review. If 2 of the 3 believe the tanking to be valid, the owner who tanked will have BOTH of his teams moved to the end of the rookie import draft for the next season. Should it happen again, that owner will be expelled from the league.
PLAYER POTENTIAL:
With PC Classic Random Progression, comes (in my opinion) an unfortunate issue where many "real life" superstars are not very effective, while some average or "no name" players become monster superstars simply because they had a very productive season at a young age. Players who blossomed late are never able to reach great potential.
In order to mitigate this somewhat, this league will use Superstar player potential for players who in real life had long productive careers at a high level, and Classic for a second tier of players slightly less productive.
I am aware that the following may allow some "undeserving" players to attain a higher level, while there may be others who we might deem as worthy of an upgrade that end up short-changed. I don't see a way around this regardless of the metrics used, but I think what's most important is that we understand the metrics to make informed decisions about incoming rookies.
All of the following will be based on career numbers as listed in baseball reference. All players who do not attain these numbers will use Unpredictable progression.
Regardless of any stats, Hall of Famers are automatically Superstar. (Must be Hall of Famer as player, not manager).
Otherwise:
BATTERS: Player MUST have had 5000 career AB

1. 450+ HR

2. .285 avg or better AND 300-449 HR
OR
3. .325 avg or better regardless of HR
**Classic**
1. .285 avg to .324 avg and less than 300 HR
STARTING PITCHERS: Player MUST have had 1500+ IP
**Superstar**
1. WHip 1.15 or less

2. 3000 Ks
OR
3. 250+ WINS
**Classic**
1. WHip 1.15-1.30
OR
2. 2000-2999 Ks
OR
3. 150-249 WINS
RELIEF PITCHERS: Player MUST have 500+ IP
**Superstar**
1. WHip 1.10 or less
OR
2. 300+ Saves
OR
3. WHip 1.20 or less AND 150-299 Saves
**Classic**
1. WHip 1.10-1.25 (less than 150 Saves)
OR
2. WHip 1.20+ AND 150-299 Saves
There may be a few pitchers who truly appear to be "50/50" starter or reliever for their career. This will be dealt with on a case by case basis if their potential could be impacted by whether they are considered starter or reliever by the above metrics. Owner should contact the commissioner with any concerns about the pitcher and if a resolution cant be reached, a 3 owner committee will be formed to make a decision.
Players will progress to age 29, 29-33 is peak, regress at age 34. Retirement will be after the age 38 season UNLESS the player played past that age IRL. Player can then retire at real life retirement age or at owners discretion. Owner will need to notify the commissioner if a player needs to be pulled back from retirement. If the season starts before this is completed, he stays retired PERMANENTLY.
We will recruit new owners to take expansion teams when the time arrives. Expansion will not exceed 24 teams.
Additional details:
-Stat change up to any 3 players per year to the current season stats, contact the commissioner for this change
100AB/35IP minimum. (players position may change and cannot be reversed).
-Waiver claims once the season starts, based on PC Team Strength first 10 games, then season standing.
-24/32 rosters, to be expanded each year to reflect the influx of players, but not to exceed 26/40.
-154 games to start based on real life schedules, 4-man rotations (will change to 5 when appropriate)
-3 day All Star break after day 90
-Trade deadline day 120.
-5-day max on injuries to players, 10 days for pitchers (this may rise in a few seasons once there is a large FA pool)
-You may update your stadium dimensions. Please do not update your Stadium name or team logo.
Pitcher and Fielder changes:
Each offseason, you can switch a SP to RP but stamina will be cut in half, or a RP to a SP, and stamina will be doubled. You can change it back the next offseason if you like, but no changes between first pitch of the season and the last out of the World Series.
During the offseason, you can switch a player’s primary and secondary positions if they played 50% or more games THAT season at their secondary position, or at least 25% of their games for their career at their secondary position.
(Appearances section of Baseball Reference is used to make this determination).
During an offseason, a player can be switched to the position they played most in their career, regardless of the requirements of General Rule #2.
During the offseason, you can switch a DH to his secondary position, as long as he has a fielding percentage
Playoffs:
16 teams: 2 8-team leagues. 2 regular season champs, who get byes until the LCS. 4 wild cards per league, who play best-of-3 playoffs until one wild card team per league remains to go to the LCS
Rules about playoffs:
A wild card team never hosts a series against a non-wild card team.
Rest days:
1 day off before any "play-in" game.
There will always be 1 day off granted when teams switch home and away in a series
There will be 2 days off granted after each 3 game series concludes.
There will be 3 days off granted between the LCS and WS.
If teams tie for a playoff spot:
⇒ If both teams would be “in”, use head to head record as a tiebreaker. Run differential is the 2nd tie-breaker.
⇒ If one is in, the other is out, 1 game play-in (@ head 2 head winner)
In addition to a Cy Young and a MVP Award, there will also be a Manager of the Year Award given to the owner with the best combined record. In the event that some owners own more teams than some other owners, it will be the best combined winning percentage.
MY BASIC EXPECTATIONS OF EACH OWNER:
⇒ Your commitment is season to season. When you join, you will be expected to actively run your team until the end of the season, which is when the regular season ends for non-playoff teams, or when your playoff team is eliminated. If you quit mid-season without my blessing, I will share this information with other commissioners.
⇒ Actively running your team means that you read messages once per day, meet all deadlines, and communicate any difficulties to the commissioner.
⇒ I will provide a minimum of 48 hours between a posting of a deadline, and the deadline. Ignorance of the deadline will not be an excuse for failing to meet the deadline.
⇒ If you will be away, and unable to get your messages, give the commissioner advance notice. Inactivity for fourteen(14) days, or repeated failure to meet deadlines, may result in your being booted from the league.
⇒ Every owner is expected to field a team (9 pitchers and 11 fielders) every game. Failure to do so, making the sims not run, results in a forfeit.
⇒ Read and be familiar with the rules immediately upon joining: it may affect your desire to be in the league, or your desire to pick a certain team.

Off season duties:

-Age progression: 29-33 is peak, 34 begins regression(progress team by team). Retirement after age 38 season.

-Cut down to roster sizes: Owners will be given a day’s grace (24 hours from first pitch) to fix their rosters; after 24 hours, and after game 2, any team that is over roster limits will be trimmed by me. I can trim them by any process I choose, but I cannot leave you with fewer than 9 pitchers, or 11 position players when I am finished (i.e. I cannot cause a forfeit.)
-Opening day/waiver claims turned on
