League Rules
Welcome everyone to MLB 2020! We expect you all to be active. We will do our best to keep this league fair and fun. If at anytime you feel like this league is no longer for you to stay in, feel free to let me know and we will find a new owner for your team. In this case you are free to leave. We ask that all trades be reasonable and fair. Veteran owners should not take advantage of newer owners here on PC. Thank you for joining!1. Majors/Minors Rosters
-We use extended rosters in this league. You can have up to 25 players in your majors and up to 15 players in your minors.
-To be in the majors, a player must have a 35-man tag. To add a player to the 35-man roster, you must message me. For a player to be eligible to be added to the 35-man roster, they must be under a non-minor league contract. More on this in section 3.
2. Trading
-Every team will have 999 trades.
-Trading picks and cash must go through the commish and both owners need to send me the same information.
3. Tags
There are currently 2 tags in this league: Rookie and 35-man roster,
a) Rookie Tag- A player with a prospect tag will be able to be kept in the minors until they are 23. Then they will need to be signed to a PC contract in order to be kept. You can promote players with the prospect tag any time before the player is 23 by signing the player to a PC contract and messaging the commish to put the player on the 40-man roster.
b)40-Man Tag- All players on your MLB team must have the 40-man roster tag. You can add any player without a tag to the 40-man by messaging me. If you need to make room on the roster for somebody, you might have to take a player off the 40-man. This is what takes me to the DFA process.
**DFA- In order to remove a player from the 40-man roster, you need to DFA (waive) them. If the player is placed on waivers, every team will have the option to claim this player within 36 hours. If multiple teams claim the player, the team with the worst record out of those teams will get the player.
Important: The team who acquires a DFAed player must place that player on the 40-man roster.
c) Minor League Contract Tag- At any time during the season, you can sign a player to a minor league contract. Minor league contracts are free and are given a tag. To promote a player with a minor league "contract" to the 40-man roster, you must first sign the player to a PC contract.
d)Rookie Tag- (NOTE: We are getting rid of the rookie tag. This only applies to players currently under a rookie contract. No new players will receive a rookie tag.) For players with rookie tags, you have up until the end of their rookie contracts to sign them to a PC contract. In order to do so, you must message me to remove the rookie tag and contract. They can be added to the 40-man roster just like any other player.
4. Injuries
They are assigned by PC. Players can be injured for up to 50 days.
5. Prospects
-Each offseason, every team will get one real prospect from their team's real-life farm system
-The skill of the prospects depends on their MLB pipeline rankings
6. Contracts: Free Agents can be signed for up to 10 years, while PC contracts can be signed for up to 9 years. Here are the ways you can extend a player for additional years:
a) Qualifying Offer- Before Free Agency you can give a player a qualifying offer. This player still goes to FA but two things could happen:
a. A team signs your player for more than $10 per year in which you will receive a compensation draft pick in between rounds one and two.
b. The player is unsigned in FA and will return to your team for $10/1. Keep in mind that this player can only be signed in Free Agency for at least $11 per year.
b) Franchise Tag- Similar to a qualifying offer except it is more expensive and the player does not go to Free Agency. It will be a one year contract worth the average cost of the top 5 players for that players' position. For pitchers and OFs, it will be the average cost of the top 10 players for that position.
More on Qualifying Offers and Frachise Tags:
-A player can only be franchise tagged or given a qualifying offer once per contract.
-You can only franchise tag or give a player the franchise tag if you had the player for the whole season
c) Contract Extensions- You can a sign player to an extension that is about to go to Free Agency as well. Contract extensions must be from 3-5 years. The cost will be a $2 raise from the original contract.
Free Agency:
-Offseason Free Agency will be open bidding with frequent updates on the league home page. There will be two rounds of Free Agency bidding. After the first round players with at least $5 per year will sign. The second round of bidding is simply for all of the players that were not signed in the first round. After that, anybody can get signed to a $1/1 contract by messaging the commish.
-You may sign players to a minor league "contract" (no actual salary) throughout the season but they must remain in the minors. You need to sign them to a PC deal in order to add them to the 40-man roster and call them up.
-Cutting Contracts: When you cut a player, you have to pay 50% of that players value. However, you can chose whether to pay it upfront or spread the payment out throughout the remaining years of the contract.
7. Budgets
Budgets are $205 to start but will change due to penalties and rewards, and temporarily due to contract cuts
-Penalties:
a)$5 if your roster is over the limit or under the 9 pitcher, 11 position player minimum.
b)$3 for having too many players on your roster
You may go over budget and roster limit during offseason but if it is not brought down by opening day, you will lose the last acquired players that put your team over the limit, plus be fined $2 for every player that brought you over the limit. This includes the penalty of $5 to begin with so be careful.
-Rewards:
Make it to the WS- $3
Make it to the CS- $2
Make it to the playoffs- $1
*If you make it to the WS, you do not get the additional reward for making it to the CS and playoffs. The same applies for making it to the CS.
8. Tanking: If you are caught tanking you will lose your 1st round pick and $10 of your cap.
9. Spring Training
-As of the 2023 season, we will no longer have Spring Training
10. Regular Season Schedule
-4 sims per day
-All-Star Break- Day 90: Each team gets three days off
-Trade Deadline-Day 120: No more trades can be made after this point
11. Post Season
-Playoff schedule is the same format as the MLB (3 division winners and 2 Wild Cards cards in each league)
-Minor League Playoffs: Top 4 teams in each league make the minor league playoffs. Format corresponds to the MLB playoffs (minus the Wild Card games)
12. Awards: MVP and Cy-Young for each league
13. Team Changes
-Stadium Renovations are $3. In a single offseason, you can only make one stadium change and it can only be minor (i.e. Big Boost to Minor Boost or Minor Boost to No Effect)
-Position Changes are free. The only restriction is that you can't make anybody into a catcher (unless it's the players secondary position) and you can't make a RP into a SP, but it pays to make the position changes reasonable (if you make a catcher into a SS, his fielding stats will be atrocious).
-Each offseason, each owner can chose a position player to receive a slight energy boost and a pitcher to receive a slight stamina boost
14. Draft- The draft will be five rounds. Drafted players receive prospect tags.
15. Retiring Players: I will judge who retires based on age and real stats. Players under contract will not retire.
16. Progressions: A player's last progression is at 28 and regressions begin at age 34.
17. Arizona Fall League: Each owner can nominate up to 5 players on rookie or prospect tags. The players will form a mini-league and play 30 games with each other. The top 20% in OPS will receive an S progression, next 40% a choice between A and C progression, and last 40% a choice between U and no progression. For pitchers, it will be the same except based on ERA.
