League Rules

The Skyline Baseball League

This will use unpredictable progression and be a WAR- based League. All player’s potential will be set to U. All players will progress until age 29 and start regressing at the age of 33. There will be stat changing in this league: minimum of 100AB and 30 IP.. The league will begin in 2018 and go backwards to 2017, then to 2016, and so on. At the end of the 1962 season as we would lose 2 of the expansion teams after 1962 season, we will return to the 2018 season. Each owner will own 2 teams, one in each division. (See rule 2).

1.⚾SCHEDULED AND OFF DAYS -- Teams will HAVE one day off every nine days and three days off BETWEEN THE END OF THE REGULAR SEASON AND THE START OF THE PLAYOFFS. The wild-card game winner gets one day off after the wild-card game, which means other playoff teams will get a full five days rest before their first games. Playoff teams will be granted a day off after each series, and two days off before the World Series. Teams that win their first round faster than the other series will be given as many extra days off as it takes the other series to finish. We will use A 162-game season. There will be no interleague play in this league.

2.⚾DIVISIONS-This league will consist of two divisions. One 8 team Ted Williams Division (American) and one 8 team Stan Musial Division (National).

3.⚾Teams: American League Teams Available: Yankees, Twins, Angels, Tigers, White Sox, Indians, Orioles, Red Sox, A's and Rangers/Senators.
National League Teams Available: Giants, Dodgers, Reds, Pirates, Braves, Cardinals, Phillies, Mets, Cubs and Astros/Colt45's

4.⚾Imports-For season one, players will need 50AB and 25IP. Starting in season two, all players will need 100AB, 30IP for P to be eligible for imports at any time. When a player plays for two teams in any import year, The team that the player played most of his season with will get the player. There will be no duplicate players in this league. Exception will be the Ohtani rule.

5.⚾Rotation-We will use a 4-man rotation for the 2018 season only. Starting in 2017, we will use a 5-man rotation.

6. ⚾FINAL ROSTER SIZE -When the games begin, the roster limit will be set to a final 25. Minor LEAGUE roster will be held to 7 players. You MUST HAVE AT LEAST 11 POSITIONAL PLAYERS (NON-PITCHERS) AND 9 PITCHERS. If you do not, the webmaster must make changes to your roster in order to play the season.

During the offseason, you can change a position player to his secondary position if he played at least half the upcoming season at his secondary position, or at least 25% of his career games at his secondary position. A player can always be switched to the position he played the most in his career, even if it is not among the listed primary or secondary positions on his card. A DH can be switched to his secondary position as long as he has a fielding percentage. SP can be switched to RP, with his pitch count cut in half, or RP to SP with his pitch count doubled. All of these changes can only occur during the offseason.

Owners will be given a 24-hours grace period from first pitch to fix their rosters. After 24 hours, I will use my best judgement to make cuts to teams which are over roster limits, to make cuts for you. Please don't make OldBobCat and myself be the bad guys. If you are pressed for time, message me to request an extension - I generally grant it. If you don't meet the deadline, and don't ask for an extension, don't complain about the results. You can't have it both ways.

7. ⚾CONTRACTS- Yes and no. After imports, we clear the rosters to create a draft pool. You protect the 25 players you wish to keep by signing them to a 1-year contract, so when we advance contracts, they stay on your roster.

8.⚾FREE AGENCY - There will be a 6-round draft after contracts are signed and advanced, and then waivers will open after game 1.

9. ⚾HEALTH AND FATIGUE: We are using player fatigue. Injuries will be limited to 6 days for position players and 10 days for pitchers.

10.⚾TRADING: There will be unlimited trading, so long as you don't trade players between your own teams.

11.⚾TEAM DETAILS -Please do not change team logos or names. You may change your ball park and your park dimensions before the season starts. Team details will locked at the beginning of the season.

12.⚾TIEBREAKERS -- Head-to-head match up will be used where possible, otherwise team with best run differential will receive the higher seed. In case of more than two teams, Power Ranking will be used. (The only time a tie-breaker is NOT used is if a wild card is tied with a division winner. In that case, the division winner gets the higher seed.) Keep in mind, whenever head-to-head can be used, it will trump run deferential. (Example: two teams tie for division, and a third team ties those other two for best record. First, head-to-head is used to determine the division winner. Then, head-to-head for the division winner is used to determine #1 seed and home team in all championship games.

13. ⚾POST-SEASON PLAY-OFFS-Five teams from each division will be invited to the play-offs. The Division winners will get first round byes until the Division Championship Series. The 4 wild card teams in each division will be seeded by record, and will play 5 game series (2 - 2 - 1) until one wild card team per division remains. Division winners, regardless of record will always be seated as home team. The Division Championship Series, and the World Series, will be 7 game series in a 2-3-2 format. Three days off will be granted before the beginning of each series and 1 game granted between home and home for travel.

14.⚾IMPORTS-After progression and before contract signing, your next season imports will be added to your roster. These will be players that are not already in the league.

15.⚾PRE-SEASON-After progression and imports, you have the option to sign up to 25 players to a 1 year contract. These contracts are renewable every season. After the contract signing period, all remaining players will be removed from your team and added to the free agent pool and a 6 round slow draft will be turned on. Free agents through waivers will open after game 1.

The draft order will be determined by last seasons’ standing before the play-offs begin. The league champion will always draft last. THERE WILL ALSO BE A DRAFT LOTTERY: The 6 teams that don't make the playoffs, plus the 2 playoff teams with the worst record (they could be in the same division) will be entered into the draft lottery. These 8 owners will arrange the letters A through H in an order they choose, and send them to Duke. He will send them to me in an email with DRAFT LOTTERY DO NOT OPEN (ALL IN CAPS) in the subject line. I will then randomly assign the letters to first thru 8th pick, and post this on the league home page. I will send him a message, asking him to verify that he has seen the letter order on the home page, and to verify that I have not opened the email he sent. When he tells me it has been verified, I will post the teams that go with each letter. Yes, it's complicated, but it gives you, the league member a sense of confidence that if I get the first pick in the lottery, it was on the up and up. I give the worst team their first choice of letter. I give the second team their first choice of letter; at least the highest choice that is not taken, etc.

PRE-SEASON 2 changes: The draft lottery will be run by OBC on-line with a random generator. It will be weighted: While all 8 teams in the lottery can get the first pick, the worst team will have a slightly better chance than the 2nd worst team, etc. The date and time will be announced, and you will have a chance to observe.

You can get the first pick and still make the playoffs. You can have the worst record and still get 8th pick. You may as well play to win.

DRAFT: There will be a 2 hour window for each pick. Pre-ranking will be available. At the beginning of each round, the Commissioner will look and see who is pre-ranked, and pick for those teams when their window opens. After 1 hour, if you did not pre-rank, and you did not choose live, your pick will be made for you by the computer.
