League Rules

Welcome!

Roger Miller 2005 League (“Where has all the average baseball gone?”)

Basics: This is a non-contract league. You pick one of the pre-chosen 2005 teams upon entering. At most 16 owners.

2. How are players acquired? You get all the players on your roster with 20 IP or 50 AB. Duplicates in the league will be allowed during the first season, although I will try to weed those out when convenient (i.e. Jim Smith plays for TBR and COL, but gets cut by COL. I will delete Jim Smith from the free agent pool.)

In subsequent seasons, imports require 35 IP and 100 AB. Duplicates are not allowed in imports: a player goes where he has the most AB or IP.

ANY ISSUE ABOUT WHICH TEAM A PLAYER BELONGS ON MUST BE RAISED PRIOR TO THE FIRST GAME, OR THE RIGHT TO APPEAL IS WAIVED. Once a player “suits up” for a game for a particular team, he belongs to that team.


3. Updating personnel:

Progressions: will be unpredictable, and plateau from 30 - 32; 33 will be the first year of decline.

Stat changing will be allowed. 35 IP or 100 AB minimum; violators will lose the player for the season.

Opening Day rosters: Every season, after imports, owners will be required to cut their rosters down to 30 (26/4, including imports) by Opening Day. Owners who fail to meet this deadline will have their cuts made by the Commissioner. During the season, rosters will be 26/10.

Waiver Claims as a Draft: Waiver claims will be turned on for Game 1.

Trades: Trades are allowed, without maximum. IF someone has 2 teams, he will not be allowed to trade between his two teams.

Trades, and waiver claims, will not be allowed or honored after Game 140 and before the end of the World Series. If I forget to turn them off, I will reverse them.

Anyone can question the fairness of a trade, and forward a review request to the Commissioner. The Commissioner will form a trade review committee from the league membership. If for some reason there is a tie, the Commissioner will break the tie. The Commissioner will oversee the performance of this committee. Requests to have trades reviewed must be made within 1 week or 20 games from the trade, whichever comes first.


4. League set up, number of games, rotation size, injury length, and roster size:

Expect one 12-team league, with 3 divisions of 4 teams each, but the final determination will be made when the league fills.

We will use a 5-man rotation and a 162-game schedule. Injuries will max at 5 days for everyday players and 8 days for pitchers.



5. Playoffs: The regular season champion in each league, plus 4 wild cards in each league, make the playoffs. The wild card teams will play 3 game series until 1 wild card remains, to challenge the regular season champ in the LCS. The LCS winners will square off in the World Series. Each LCS, and the World Series, will be best-of-7.

Rules about playoff spots:

A wild card team never hosts a series against a non-wild card team.

If teams tie for a playoff spot:
⇒ If both teams would be “in”, use head to head record as a tiebreaker. Run differential is the 2nd tie-breaker.
⇒ If one is in, the other is out, 1 game playoff (@ head 2 head winner)

MY BASIC EXPECTATIONS OF EACH OWNER:

⇒ Your commitment is season to season. When you join, you will be expected to actively run your team until the end of the season, which is when the regular season ends for non-playoff teams, or when your playoff team is eliminated. If you quit mid-season without my blessing, I will share this information with other commissioners.

⇒ Actively running your team means that you read messages once per day, meet all deadlines, and communicate any difficulties to the commissioner.

⇒ I will provide a minimum of 48 hours between a posting of a deadline, and the deadline. Ignorance of the deadline will not be an excuse for failing to meet the deadline.

⇒ If you will be away, and unable to get your messages, give the commissioner advance notice. Inactivity for ten (10) days, or repeated failure to meet deadlines, may result in your being booted from the league.

⇒ Every owner is expected to field a team (9 pitchers and 11 fielders) every game. Failure to do so, making the sims not run, results in a forfeit.


⇒ Read and be familiar with the rules immediately upon joining: it may affect your desire to be in the league, or your desire to pick a certain team.

General rules:

Each offseason, you can switch a SP to RP, or a RP to a SP, but stamina will remain “as is.”. You can change it back the next offseason if you like, but no changes between first pitch and the last out of the World Series.
You can switch a player’s primary and secondary positions if they played 50% or more games THAT season at their secondary position, or at least 25% of their games for their career at their secondary position.
During an offseason, a player can be switched to the position they played most in their career, regardless of the requirements of General Rule #2.
You can switch a DH to his secondary position, as long as he has a fielding percentage.
When the league completes the present day season, the league will be repurposed.


Off season duties:

Empty the free agent pool

Unpredictable progression after world series. Plateau range: 30 - 32; 33 begins regression.

Imports: You get all the imports from the next season that are not already in the league (35 IP/100 AB minimum)

Stat changes: 100 AB/35 IP minimum to switch. Owners who are caught with players with less than the minimums during the season will lose the player for the season.

Cuts to a certain roster limit: 30 players: the rest go into the free agent pool in anticipation of waiver claims. FAILURE TO CUT TO 30 BY OPENING DAY WILL RESULT IN THE COMMISSIONER MAKING THE CUTS FOR YOU. Please: either make the cuts by the deadline, ask for a reasonable extension of the deadline in advance of the deadline, or accept the cuts I make as the just and expected result of not choosing one of the first two options.

Elastic Clause: I reserve the right to create new rules as necessary to deal with problems as they arise.
