ROSTERS
Roster Rules
-- The maximum roster size is 15 players.
-- Teams must have at least 8 active players at all times.
-- Teams can exceed the roster limit during the offseason, but must be at or below 15 players by the roster deadline.
-- If a trade during the season puts a team over the roster limit, they must immediately and permanently cut players (not waive them) to reach 15 players once the trade is completed.

CAP SPACE
Salary Cap Rules
-- The salary cap is set at $160 million.
-- Cap space cannot be traded.
-- Teams exceeding the salary cap by the start of the regular season must place the player with the highest current-year contract (not total contract value) on irrevocable waivers.
-- If that player clears waivers, they will be released from the team.
-- This process will continue until the team is under the cap.
-- Teams are strictly prohibited from exceeding the salary cap during the regular season.

TRADING

TRADE REVIEWS

PROTECTED PICKS
-- Teams are allowed to protect 1st round picks in trades
-- If a team trades a 1st round pick with a protection on it, they are NOT allowed to trade their 1st the following year until the protected pick has conveyed
-- Once the playoffs have been completed and the draft lottery has run, if a protected pick falls within the protection, it is returned to its original team who can keep or trade the pick again at that point. Their 1st round pick the following year will be conveyed at this point instead
-- Picks can only be protected for 1 draft. Meaning if the pick gets protected the first year, it will automatically be unprotected when conveyed the next.

PLAYER PROGRESSION
Players will progress through age 26, flat 27-29, Decline at 30+
SPECIAL RULES: Any player who makes the All -Rookie team will have the opportunity to increase their potential if selected by owner. Only U potentials can be increased to C. F Potentials DO NOT QUALIFY.

CHANGE STAT YEAR
Each offseason there will be a lottery held where 6 selected teams will win the option of a one (1) CURRENT stat year change for a player on their roster. This is a stat change to the real life stats for the upcoming season. Players will progress from that point moving forward. The lottery odds will be equal across all teams. Teams can win the lottery in consecutive years but no more than two years in a row.
Players can be signed during free agency and have their stats changed if you have a current stat year change available. Players can also be traded for and have their stats changed prior to the season if a team has a stat change option available. However, teams cannot trade a player to a team with a stat change, have that players stats changed and then trade back for the same player within the current offseason/season.

The rookie draft will consist of 1 round starting in 2011
We will use real draft classes from the year of the draft

DRAFT LOTTERY
The top 14 picks will be generated via NBA lottery rules. Top 4 picks will be decided via lottery generator, with picks 5-14 being filled in by remaining teams' records. If traded picks are involved, W-L record of the original team will determine order.
Top 3 pick rule: A player selected in the top 3 picks of the draft will have the ability to change to a real stat year ONCE in their career, but it has to be for the current stat year (the season we are in).

ROOKIE CONTRACTS
Rookie contract scale will be based on draft position. If a team does not wish to sign their player to the rookie contract, player will receive a 1/$1 vet minimum contract and released to the FA pool
Contract scale is as follows:
-- Top 3 pick- 4/$8M/+$1M raise per year ($38M total)
-- Picks 4-14- 4/$4M/+$1M raise per year ($26M total)
-- Picks 15-30- 4/$1M/+1M raise per year ($18M total)
-- 2nd Round Picks- 4/$1M, No raise ($4M total) (There will be no more 2nd rd picks starting in 2011)

ROOKIE EXTENSIONS/ RESTRICTED FREE AGENTS
Following the rookie contract, teams will have the option of signing players to a rookie extension (3/$14M for lottery picks, 3/$7M for non-lottery picks)
If a team declines to pick up the option, the player becomes a restricted free agent (RFA). If signed by another team during the RFA signing period, the original team will have the option of matching the contract or letting the player walk.

MAX EXTENSIONS
Following the rookie extension, teams will have the option of signing players to a max extension (3/$45M)
If team declines to sign the player, they will then become a free agent and free to sign with any team in the offseason, with no option to match the top bidder

FREE AGENCY (IN SEASON)
During the season, free agents can be signed to veteran minimum 1/$1M contract to play out the season
This can be done using the Free Agents tab in the nav bar
In the event of a high end player being released during the season, commish may have a 24 hour bidding session for involved player

FREE AGENCY (OFFSEASON)
Free Agency will take place in 2 parts:
1. RFA Signing Period - There will be a 48 hour period in which teams can submit bids for restricted free agents. Following the 48 hour mark, the players' former team will have 24 hours to decide whether they want to match the high bid or let their player walk. If commish is not notified in that 24 hour span, the player will automatically be signed to the top bidding team. RFAs not signed during this period will become unrestricted free agents
2. Rest of Free Agency - Following the RFA signing period, there will be open free agency. This is done via public live bidding using forms and sheets. A bid that remains the highest bid for 48 hours wins the player. Free agency ends when bidding declines to a low point or after a long enough period determined by the commissioner and then will end at a blind time.
Contract Guidelines:
-- No expiring contracts
-- Maximum of 4 years
-- Multiyear bids have a minimum of $3 AAV and one year offers have a minimum of $2.
-- Maximum raise of $5M/-$5M
-- Recently signed players can't be traded until Day 1 of regular season.
Note: There is no limit to how much a player can be offered (Max extension ($45/3 years) should not be confused with max salary a player can receive in FA)

WAIVERS
Waiver System - 1 contract per day - 24 hours on the wire - If a team claims a player on the waiver wire they have two options; (1) try to work out a trade with the team that waived the player (2) Claim the player outright and assume all remaining salary. This system is irrevocable on both fronts. Both the waiving team and the claiming team cannot revoke their action. If nobody claims the player, the player will be cut from your team. The waiving team will be responsible for paying for 50% of the remaining contract over the remaining duration of that contract.
The waiver order will be reverse standings for the current season (or past season if in offseason). This order does not reset.
There are no revocable waivers. However, trades that do not include a pick or player from one team will be treated as waivers and teams with a worse record will have an opportunity to claim that player within 24 hours.

RELEASING PLAYERS
Releasing a player- If you decide to release a player without placing him on waivers, they will be cut from the team while having to pay half of their salary (if odd, round up) until it expires. This sum can be paid through differing amounts each year, so long as it is within the timeframe of their contract. A cut player may not be signed by that player's former team until the next offseason. (If in the offseason, this means one season away. If in season, this means the closest offseason.) This will prevent teams from cutting players, then immediately signing them as a free agent for 1/$1.

OFFSEASON WORKOUT PROGRAM
Each offseason owners will be allowed to select 1 player to receive a stamina (3 MPG) boost
The program will be for players 26 and under, and cannot exceed 30 MPG following the boost (Players with 27.1+ MPG will have their minutes and stats capped at 30 MPG. So a player with 28 MPG can still be boosted, but only to 30)
Flat (F) progression players are not eligible for this program.
Players per 36 numbers will remain the same
SPECIAL RULE: Any player makes the All-Rookie Team will have the opportunity to increase their potential if selected by owner. Only U potentials can be increased to C. F potentials DO NOT QUALIFY.
All rookie team will be selected by the commissioner (same as All NBA). Positions are somewhat fluid. Ideally, chosen players will be 2 backcourt, 2 frontcourt and 1 wildcard/swing player.
To be more specific, it won't always hold to 2 guards, 2 forwards and 1 center. Instead here are the possibilities.

ALL STAR WEEKEND
All Star Weekend will be at day 60. There will be a short break in sims (typically 2-3 days) while the commish team selects the all star rosters
There will be 12 players selected from each conference
5 days off will be granted

Standard 16 team NBA format. (No Play-in)
3 days off will be granted prior to the 1st round and 1 day off will be granted between rounds. There will be no days off for play-in/ travel

NEW OWNERS
New owners will be allowed to eliminate one contract of their choosing. This player must be on the roster when the new owner takes over. This request is only available up to their first offseason in the league. Cut players will go into the free agent pool.

TANKING
Tanking in this league is forbidden. Tanking penalties will be handled in a case by case fashion, which will include loss of picks and/or removal from league
