League Rules

Welcome to the 80's, 90's and Today League.

World series champion updated budgets for 90s
Dodgers $255 Braves $155 Expos $105 Giants $255
Cardinals $155 Tigers $155 Bluejays $205, Astros $170 Mariners $110

Teams have different budgets to spend. The top 4 tier teams have 250 Million (Yankees, Redsox, Giants and Dodgers) Higher tier teams have 200 Million (Cubs, Angels, Bluejays, Mets) Middle Tier Teams have 150 Million (Cardinals, Astros, Rangers, Orioles, Indians, Royals, Tigers, Nationals, Twins, Braves) and Lower tier teams have 100 Million (Padres, Phillies, Reds, Brewers, Pirates, Athletics, Mariners, Whitesox, Expos) Enjoy the different strategies to build your dynasty on various budgets. This league resets at the start of each decade.

Teams start with a few Franchise players to build a team around.
You are allowed to have as many players under contract as you like up to the max roster size.
Teams are allowed to trade draft picks and offer cash. Any trade goes with the exception of trades where there is no obvious benefit to both teams.

Pitchers who reach 98-100 or a batter who reaches 98-100 offensive Rank, will have their Potential changed to C.

Players under contract cannot be released without first paying out the remainder of their contract. Please advise the Commissioner if you intend to use this option to free up a roster spot.

Players peak at the age of 29 and begin to decline at the age of 32. Players can be signed for up to 10 years at a time.

All-Star Break is at the conclusion of GAME 81.
TRADE Deadline is at the conclusion of GAME 120.

Finish in the Post-season and get a 10% boost in cash to your team's budget next year. Win the World Series and that cash boost will be permanent.

When you join the league, choose 10 players you like that were actually players of your team in the 80's, Email me the 10 players you would like and the year of the players stats. I will be changing the players age to 24 unless the stat year is younger. Then I’ll use that age. The 10 players you choose will be signed to your team for 10 years.

Rules for choosing core players…
choosing Core Players will be over 2 rounds. Minimum stats to select a player are 150abs 50ip sit starters and 25ip for relievers.
In round 1:
Teams must provide the Commissioner with a list of 10 preferred players that they want to be their core players. Please provide the year of stats you would like and if you have first priority by indicating how many seasons he played with your team in the 90's decade. The + indicates he played the most seasons with your team. The list should look like this:
Oakland Athletics:
Mark McGwire 1996 (7 seasons) +
Jose Canseco 1991 (4 seasons) +
Dave Stewart 1990 (4 seasons) +
Jason Giambi 1999 (5 seasons) +
Jason Isringhausen 1999 (1 season)
In this instance...the A's have taken a chance on Isringhausen. If other teams he played for do not choose him then he becomes an A. But if another team that had him for more seasons chooses his 1999 stat line then they forfeit first priority and the A's would get him. So it is worth teams taking a chance on players when the guy had a great season with their club. The team that has first priority may try to go for that stat line.

In Round 2:
Teams who missed out on getting 10 players will have a chance to submit another list of 10 players ranked according to the priority they would prefer. Even if a team only needs 3 more players...it is recommended they provide more options if the team does not have first priority on those players. There will Not be another round so a team could be disadvantaged with less than the 10 allowed core

Take advantage of your 10 minor league slots and fill them with young players. Being in the minors has the benefit of the player progressing (improving) each year without having to have 100 AB's or 20 IP's. Stock up on some good young talent in your minor leagues and you will have good players coming up year after year to feed to your team. It will keep your Dynasty from running out of steam!

BUDGETS
If a team doesn't use all of their budget for a year then the remaining budget will be added to the following years budget effectively allowing teams to save for the future.


Every year your team has a budget base of $100(more if a larger budget team), if you spend under the $100 the cash you saved is added to your budget for the next season. The amount over the $100 base amount is like free cash on hand. I'll lay out a year by year type example you sign a couple of players starting in year 2

Year 1 budget $100 spent $43 actual $57
Year 2 budget $157 spent $80 actual $77
Year 3 budget $177 spent $80 actual $97

Now let's say in year 3 offseason you decide to bid on two free agents and spend $50 on the signing bonus you'll budget will look like this after paying the signing bonus

Year 3 budget $127 spent $80 actual $47

Now you decide to also sign those two players at $15/3years for a total of $30 a season spent in new contracts

Year 3 budget $127 spent $110 actual $17

In year 4 you've now spent over your teams $100 so it will start to eat into your cash saved

Year 4 budget $117 spent $110 actual $7

Year 5 budget $107 spent $110 actual -$3

In year 5 you've now burned through the cash you had saved and would now be over budget.

The simplest way to look at it is, if your SPENT money is under $100 your budget will increase with free cash the amount saved and if the SPENT money is over $100 it will take away your saved cash and eventually into your budget once that extra cash is gone.

Also any money spent in FA signing bonuses, or rookie potential upgrades comes off budget amount column not the spent column. This can effect money saved as it lowers your actual budget total figure if you haven't saved enough cash to keep your budget above your yearly amount

In the event a team goes over their budget the Commissioner will give that team 3 days to bring the team back under budget. During those days the owner should organise a trade or make a deal with other teams to remedy the situation. If, after that week, the team is still in breech of the salary cap then they will be penalised by losing their number 1 draft pick for the following season AND the Trade Committee will decide which player or players will be removed from the team and auctioned off to the highest bidder.

Teams are allowed to trade cash, draft picks and players freely. Any trades or actions by a Manager or Mangers deemed questionable will be reviewed by a panel of owners who are not involved in the trade or actions. The Commissioner will select a trade panel to moderate trades and actions. Current committee members are diamonddevil, dudger and jimgriddy.

Core players are assigned contracts of 10 years with a salary determined by a sliding scale tied to team market cap and rank. This plays out as an example...A player ranked in the 90+ range will cost around the following for each team: $6 small cap, 10 for $150mil teams, 15 for $200mil teams and 20 for $250mil teams. After core players are signed, all future signings will be based on actual market value that the owner will negotiate with a player upon signing after a draft.

The signing of free agents will be based on a waiver system. At the start of the first season, the waivers will be based on team strength. After the initial first week of the season the system will change to being based on the win/loss record from then on out. Be careful not to go over your Max Roster size. Move players to your minor league system to store depth on your team. Teams that are over their Max Roster size will be given a warning to remedy. Repeated offences will result in a 5MIL Fine. Fines collected from teams over the Max Roster size will be dispersed to the poorer teams at the end of the season.

The Rookie System:
Rookies are 24 or younger. They may NOT appear on your majors roster. If they play, they lose their tag. If you want to promote a rookie to the majors you just notify the commissioners. Then decide if you want to sign them to a PC contract or a $6/3year club controlled contract. players who are 25yo may be signed to a $6/2 contract before the season begins by request one. Once the season begins they will lose their tag. You can promote and play without contract but they lose their tag and other rookie privileges. You can not remove a tag and reinstate a tag within the same season.
If you draft or pick up a FA from waivers and he is 24 or under without a tag, you may request one and put the player in the minors. Same rules then apply as above.
Since rookies carry no contracts you may drop them at any time.

You may also move any active roster player to the minor leagues, but they will not be granted a Rookie contract and the owner will continue to pay their current contract price.

Double Progression and Player Development:
In order to maximise prospects and their use, the league offers double progression. Prospects all start with very weak stats, stats that would be a result if they were put in the major league at that moment. Double progression is used to make them better as they continue to age and develop as they would in the minor leagues. There are certain eligibility rules as well:
-Must be age 24 or younger
-Must be in minor leagues, and have a Rookie Tag.
-All Rookies with a rank of 80 or lower are eligible for double progression, For batters it is 80 or lower offensive rank, not total rank.


Any players who fits within the eligibility rules will have double progression. First progression will happen during the all-star break; at this progression, they will obviously not be aged and will be given the first progression. The second progression will happen with every other progression, like normal at the end of the season.

This is where the ?player development? part takes place. Teams must decide if they should keep their prospect in the minor leagues to stay eligible for double progression, or call him up to the major leagues because he could be an impact player at that current time. With the right player development, a team could turn an average prospect into an impact bat, while with the wrong development they could turn an all-star prospect into just an average ball player. This makes rebuilding a little more fun. POTENTIAL IS USED WITH PROSPECTS! KEEP THIS IN MIND!

Player Development is vital, and there may be some prospects that you think would develop nicely with a little push. Or maybe you just want to keep improving that stud prospect so he becomes a total star. Up to you, but below are the options that involve developing players.

Team's can also select to improve the "Potential" rating of a minor league player to the next potential rating. F to U, U to C, C to A, and A to S. The cost to upgrade a potential rating is: ($5MIL to 100M and 150M Teams) and (10MIL to 200M and 250M teams.)

At the completion of Free Agent bidding, a general draft will be held which will include new rookies plus all the free agents in the free agent pool. This draft will run for 5 rounds. For example: Bidding on Alex Rodriguez could look like this...
Tigers A. Rodriquez $20 x 5 years = $100 Million Bid
Mariners A. Rodriquez $15 x 7 years = $105 Million Bid
Yankees A. Rodriquez $25 x 5 years = $125 Million Bid
In this instance the Yankees would win the bid as their total contract value is the highest at $125 Million.


Rules for Moving into the NEXT Decade.
At the end of 1989, all Free Agents will be retired. Players on the team rosters will also be retired. Owners will be granted the option to keep any players on rookie deals that they have been developing. When teams choose their 10 core players, the priority of who gets that player will be based on the team the player played the most seasons with in that decade. However, if the owner chooses a year of stats that are not from when that player played with their team then they forfeit the first priority right if the team the player actually played with that season chooses him. 200 and 250 million budget teams will have their core players ages set at 24 unless the player is actually younger than the stat line chosen. In this case, that age will be used. 100 and 150 million budget teams will have their core players ages set at 24 unless the player is actually younger than the stat line chosen. In this case that age will be used. All Core Players will keep their potential unless it is F or U. In that case it will be changed to C.

Teams that had their Recurring budgets increase because of winning the world series will have that perk reduced to an extra 5 Million per World Series Victory and permanently added to their 90's budget. This is a residual affect for the team. Teams that had their recurring budgets increased because of Easter eggs will be reduced back to their original budgets for the 90's. Teams that have saved cash at the end of 1989 will get to keep that and have it added to their budgets. (once it's spent though its gone for good.)

Choosing Core Players will be over 2 rounds.

Process for a TIE:
During normal seasons, In the event of a tie for a division winner there will be a 1 game playoff. Homefield will be awarded to the team with the best run differential. Pennant Playoffs will be a 7 game series and the World Series will be a best of 7 series. A Day off will be granted at the start of each series and for travelling between cities.

Ties for records and any other issues will be broken by run differential. This includes draft order.

Bottom Team Stat Boost:
Every season, after the World Series, the bottom 8 teams based on the seasons record will be eligible for a stat boost on one of their hitters and one of their pitchers. (Total of 2 players) Any of those teams can purchase a second stat boost (for one of those players or a third player) for $5 Million. If there is a tie for the 8th team then run differential will be used to break the tie. Any player is eligible for the bottom team stat boost. The Stat Boost may not be traded and must be used by the team that earns or lose it.
Teams can choose from 1 of the following STAT Boosts.

Hitters:
Speed (more SB and 3B)
Power (more HR and 2B)
Average (more H and BBs)
Finesse (less K's, better DWAR and more EN)

Pitchers:
Power (more K's)
Control (less BB's)
Movement (less H's)
Endurance (more stamina)

Starting pitching rotations will be 4 man initially but will expand to 5 man rotations at the start of the 1985 season.

Position Changes
In the off season a team may request to swap the primary to secondary position for a player. Teams get 1 position change a year.

If a players secondary position is an IF or UT you cannot swap, instead the secondary position remains the same but you may change the first position to any position relevant to IF or UT.

Changing from SP to RP halves the Stamina.
Changing from RP to SP increases stamina by 20
