Expansion draft: 1st season only
Existing teams can protect 13 players in majors
Expansion teams will draft players in the minors- each team can only lose 1 player in round 1 and 2- in rd 3 a team can lose 2 players
Round 1 each expansion team gets 10 picks
Then existing teams can protect up to 5 more players
Round 2 each expansion team gets 10 picks
Then existing teams can protect up to 7 more players
Round 3 each expansion team gets 5 picks

Days Off- 2 days will be granted after games 15,30,45,60,75,90,105,120 and 135 with this your
4th and 5th starter will be more important.
Every 10th game 1 team in each division will be granted
1 day off until all teams have received the 1 day- this is to prevent the same SP?s from facing each other every time the teams play each other.


Budget - $250

Team Managment
- Every team will have a 40 man roster-25 majors/15 minors
If team is over on players after spring training you will lose players you may have wanted to keep plus face penalties
25 players in majors is required (not optional) again After spring training adjustments will be made and penalties will be given
5 man pitching rotation
10yr max contract
Majors- all players signed or on expiring contracts- Rookies will have tags removed once they play a regular season game, so they will be playing on an expiring contract with the option to sign them or you lose them at end of season.


Contracts
- A rookie must be signed to contract once they
Reach 28 or
Play 1 game in the majors

Rookie Contracts
No rookie contracts since they can stay in your minors till 28 for free

Free Agents:
Will be done in 2 phases
Phase 1- Top Tier FA?s will be listed on homepage and bids will be
Accepted in draft chat-start time for bidding will be announced
But stop time will not be exact time- it will be a range of time(ex. 6-9pm)
This should prevent someone from waiting till last minute and over bidding
The current bids on players
This will be done in blocks of players till talent level is lower.
Phase 2- will be blind bidding- no rebids unless there is a tie- these bids will be sent to me

International Free Agents
A few International Free Agents will be created and bid on during The All Star break- they can be found on the
International Free Agent Team.

Trades
Trades are unlimited
Eventually there will be a trade committee but until then I usually am easy on trades unless there totally 1 sided- use common sense
You can trade your draft picks for current year only.
Both teams must send trades to League Office


Progression
players progress till 28 and decline at 32


Position Changes
1 position change allowed each off season
They need to be realistic- not a catcher to SS or a RP to SP



Dwar
After each season I will take a look at this and make adjustments based on hits robbed
Over 100 hits robbed= dwar adjusted down .50
Over 75 hits robbed= dwar adjusted down .25


Draft - there are 3 rounds
- You will be given plenty of notice prior to the actual draft to pre rank the
Players your interested in if you can?t attend draft.
- If you don?t pre rank or attend the draft you will not be getting the best player
available when your pick comes up, Instead you will get the 2nd or 3rd best
Player available at a position of need.
- This may seem harsh but its not fair to other owners to have the commish give
the player there interested in to someone who couldn?t take just a few minutes
to prerank.

Playoffs:
2 division winners and 4 wildcards in each league qualify
Widcard games: 1 vs 4 and 2 vs 3(3 games)
2nd rd: highest seed wildcard vs lower seed division winner,
Lower seed widcard vs higher seed division winner(5 games)
3rd rd: 2 remaining team(7 games)
World Series:(7games)

Expansion/Relocation:
Will be looked at every 3 seasons
Team would have to finish in bottom 5 three years in
A row to be considered.

Dual Ownership:
Will be allowed but teams must be in opposite league.
Trading between the 2 teams is not allowed.
2nd team will be listed on homepage and if a new owner request them they get them.




Tanking or Violating rules

-NO TANKING ALLOWED, if u have higher ranked guys that are major league players sitting in minors and your starting low level guys that?s tanking! But if u have rookies in minors and u don?t want to call them up there is some leeway with that.
Leeway:
1. You have better players in the majors at their position
2. Player ranking is 70 or lower

If your caught tanking or violating rules and do not fix it u will lose picks
1st offense - 2nd rd pick/ if Unavailable- lose $5 cap for 1 full season
2nd offense - 1st rd pick/ if Unavailable- lose $10 cap for 1 full season
3rd offense - Booted


Cutting Players
New Owners -can cut 1 contract for free or extend up to
2 contracts
Existing Owners- can cut 1 player per season - cost is your 2nd rd pick
