A New Era for LoCo
Over the Midseason Break, the league sent out a vote that would bring about the biggest change in the history of the League of Controversy, completely changing the way teams earn, and lose, money. This system took inspiration from older video games such as MLB the Show (10 to be specific), and aims to simulate media, league, and fan expectations. Please note that these will not go into effect until 2041 Spring Training. Here is an overview on the changes:Due to harsher financial penalties, rule 564 has been removed from the rulebook. It has been removed now as no team currently is in danger of triggering it.
564 - Anti-Tanking Penalty
To promote competitive balance and deter intentional losing, no organization is permitted to receive a Top 5 overall pick in the first round for three consecutive seasons. If a team’s natural draft position (based on standings) falls within the Top 5 for a third consecutive season, their selection is automatically demoted to the 10th overall pick. If multiple teams trigger this penalty in the same season, they will be slotted starting at the 10th pick and ordered according to standard draft tie-breaking procedures. If a team originally slotted at #6 or lower moves into the Top 5 solely because a penalized team was dropped to #10, this "promoted" pick does not count toward that team's consecutive Top 5 streak.
Next, there has been a change to rule 573. The following adjustment will be made at the start of 2041 Spring Training.
573 - Position Switches
Owners may request one position switch per offseason
And finally, the primary change, the new budget model. You will receive you goals for the 2041 season at the conclusion of this season. The first change is the replacement of Rule 722 with the following:
722 - Defending the Baseline
All teams must meet foundational performance targets to maintain their current budget. Failure results in a -$1M penalty per missed goal.
Goal #1: The Floor (Universal): All teams must win 65+ games.
Goal #2: The Expectation (Tiered): Teams must meet win targets based on their previous season’s draft slot:
Picks 27-30: 95+ Wins
Picks 23-26: 90+ Wins
Picks 19-22: 85+ Wins
Picks 13-18: 80+ Wins
Picks 1-12: 70+ Wins
Next, Rule 723, 724, and 725 will be added.
723 - Growth & Postseason Aspirations
Goal #3: Aspirations: Teams drafting 1-20 receive +$1M for reaching the postseason. Teams drafting 21-30 receive +$1M for winning their division.
Special Rule: Teams drafting 28-30 receive a -$1M penalty if they miss the postseason entirely.
Goal #4: The Postseason Bounty: Non-cumulative rewards based on highest achievement:
Win World Series: +$3M
Win League Pennant (Reach WS): +$2M
Win Division Series (Reach LCS): +$1M
724 - Performance & Volatility
Teams can earn multiple bonuses or penalties based on the following:
Top 8 in Runs Scored AND Runs Allowed: +$1M
Bottom 8 in Runs Scored AND Runs Allowed: -$1M
Improve by 20+ Wins vs. last season: +$1M
Regress by 20+ Wins vs. last season: -$1M
725 - Universal Bonuses
Winning an MVP, Cy Young, or Manager of the Year (MOTY) grants a +$1M bonus. This category is capped at a maximum of +$1M per team regardless of how many awards are won.
