League Rules

League Commissioner: atleskovec

Standard Season Timeline:
1. Free agency
2. Rookie draft 2-3 rounds, depending on the draft class
3. Deadline for Legacy player selection
4. Opening Day
5. All Star Break (day 100) - 4 days of rest granted
6. Trade Deadline (day 130)
7. Adds/drops turned off (day 145)
8. Post season (follows MLB format for that calendar year)
9. Awards given (Cy Young, MVP, Gold Glove, Silver Slugger, ROY)
10. Deadline to sign players
11. Season turns over/progressions run/retirements

1. Rosters
- Teams will have a 25 man Major League roster and can carry up to 10 players on their Minor League roster
- Players can stay in the minors as long as they would like as long as they haven't played in a major league game. You can have your very own Crash Davis if you'd like.
- Players not under contract and in the minors will maintain their "Rookie" tag.
- Teams will have $300 budgets
- Players will stop progressing at age 28 and will start regressing at age 32
- Players not under contract will retire at age 40, or will retire after 35 once their overall rank drops below 15.

2. Contracts
- Maximum contracts are 6 years
- You can sign any of your players to a Pennant Chase contract
- Any player player not on a Pennant Chase contract that plays in a major league game will lose their "Rookie" tag and will pick up a "Pre Arb" tag. That player will immediately be signed to a $2 contract for that season and his salary will increase to $4 for the following season.
- At the end of the 2nd year of "Pre Arb", the player will be on an expiring contract. At that point, he will need to be signed to a Pennant Chase contract or he will become a free agent at the end of the expiring year.
- There are no contract extensions
- If a team plays a rookie and does not have the appropriate cap space to take on a Pre Arb contract, that player will automatically be DFA'd
- A team that is over budget in the offseason will have its current season budget reduced by the value it has gone over (ie, Payroll is $306, budget will be reduced to $294). The team will have a player (or players) removed from its roster at the commissioner’s discretion to get under the new budget. That team will also lose its 1st round draft pick the following season.

3. DFA
- Any player on a "Pre Arb" contract can be designated for assignment. This will require that the remainder of his salary owed be added to the PayrollTeamName contract
- Any player on a Pennant Chase contract can be designated for assignment. This will require half of his remaining contract be added the PayrollTeamName contract
- Any player on a expiring contract can be designated for assignment. This will require that $2 be added to the PayrollTeamName contract
- Players on 1 x $2 or 2 x $1 contracts will cost $2 to DFA
- Any DFAs simply require an email to the commissioner

4. "Legacy" Player
- 1 player per team can be designated a "Legacy" player each season
- This allows the player to permanently have his stats changed to any other season of his career - current stat year unavailable
- His age will stay what it currently is in the league
- Once designated a "Legacy" player, he must be signed to a Pennant Chase contract if he isn't already
- If he is already signed to a Pennant Chase contract and his annual salary is less than his new demand, his salary will increase to that demand but the years of the contract will remain the same.
- A player may only have his stats changed once in his career.
- Minimum requirements for selected season are 400 ABs, 150 IPs for starters, and 50 IP for relievers.
- The chosen player and season must be communicated to the commissioner by the deadline each year.

5. Progression Changes
- Any player imported into the league will have U progressions
- Team can pay for one season progression upgrades for any player at any time. It costs $2 per progression level increase per player.
- $2 to go from U to F, $2 to go from F to C, $2 to go from C to A, and $2 to go from A to S. You cannot "sell" progressions so you can't go the opposite direction once a player starts to regress.
- Legacy players can only increase to F
- Progression payments will be added to the PayrollTeamName contract
- Teams may pay to progress a maximum of 5 players per season

6. New PC Factors
- We will use Home Runs Allowed, the 3 batter minimum, Surprise Bunts are set at "Balanced", and the Target OBP is set at ".330"

7. Real Life Events
- This league will mirror MLB in real life events.
- Interleague play will start in 1997
- Expansion will happen in 1977, 1993, and1998
- Pilots move to Milwaukee in 1970, Expos will move to DC in 2005
- Playoff structure will be what it was for that current season
- Teams will move into new parks with new park factors as they did in real life
- Etc, etc, etc

8. Free Agency
- Every team has 3-4 days to send Free Agent offers to the commissioner.
- All offers need to include: amount given per year, and the amount of years
- At the end of that window, free agents sign to the best offer (multiply years and amount given)
- In the event of a tie, the player will sign the shorter contract. If still tied, the player will choose the team with the better record the previous season.
- No priority bidding. Only offer contracts that you want - assume you may win them all
- Teams may bid on a maximum of 10 players in Round 1 of Free Agency

9. Trades and Draft Pick Trading
- Trades are unlimited
- Draft pick trading is allowed but picks for upcoming drafts cannot be traded until the completion of the current draft.
Trade Objections:
- Email the commissioner if you have objections to any completed trades. The commissioner will evaluate for fairness, with the integrity of the league as the judgement criteria.
