Just want to point out, Ohtani was an error in the database, his pitching WAR that year (2022) has been fixed.
The Rockies are an interesting case, they have no starting pitching at all, so you'd probably have to find "cheap" starters and not be wasting budget on Freeland and cobble together a strong cheap bullpen. Even if you could load up on offense with more budget, we know in PC it would be hard for a team with no SPs to win in an ATG system.
I think we all agree WAR is going to be imperfect, so I'm interested to hear what others have to say.
