League Rules

Any owners deemed to be rude, mean spirited, or inactive will be removed at commissioners discretion.
No political discussion allowed, 100% chance it will violate the rudeness policy.
LEAGUE MAKEUP
Beginning in 1996, the league consists of 24 teams, so not every MLB franchise will be active. Teams will be divided into 2 leagues, each league consisting of 3 division of 4 teams.
CHANGING FRANCHISES
Current owners and new owners WILL be allowed to change to a different franchise as long as it is not already in use. KNOW that changing to a new franchise will put you at a huge disadvantage, as there will be no special rules to help you build your franchise, you will have to do it over time. Any changing of franchises may result in league and division realignment.
**(FRANCHISE CHANGE DRAFT)**
A change in a franchise will result in the previous franchise players going into the FA pool. This means the league would pause in the offseason for a 2 round draft to pick from the previous franchises players. The draft would be in a 2 round snake format, with the order being determined from last seasons win totals, 4 playoff teams pick last. (The exception to this rule, will be if the league is in expansion, and draft will run in straight order/not snake, with expansion teams picking first). The NEW franchise will not automatically get 1st pick (if it is a current owner), but would pick where previous franchise would have. There will be a 6 hr window per pick in the draft. Any owner who does not pre rank or make their pick within the time limit will have their pick skipped.
UNUSED FRANCHISES IMPORTS and PRESEASON SUPPLEMENTAL
Beginning in the 1998 offseason, all unused franchises players (not currently on other teams) will be imported into the FA pool each offseason. This will help struggling franchises get a chance at some other good players through a 2 round preseason supplemental draft and the waiver process during the season.
**All teams must be cut down to 35 prior to the supplemental draft, then teams will have to cut again if they wish to acquire players in the draft. NO TEAM will be allowed to go over 35 from the supplemental, meaning if you want 2 players you must cut to 33. If you want 1 player, you must get to 34. Any team who does not make their own cuts, will be moved to end of supplemental draft order.
SCHEDULE/PLAYOFFS
-Regular season will be 162 games, with user sims set to every 4 hours.
-The playoffs will be made up of our 6 division winners, plus 1 wild card from each league, with each postseason series being a best of 7 games. Days off will be granted for travel following games 2 and 5 of a series.
-TIEBREAKERS for division titles or wild cards will be decided by a 1 game playoff. Tiebreakers for seeding and home field will be determined by 1. H2H 2. run diff 3. record vs division 4. coin flip
ROSTERS
This is a keepers league, there will be no contracts, each year your team will acquire rookies who are not currently in the league, played for your franchise that season and met the minimum thresholds of 125 AB's and 35 IP's. Any imported SP who fails to have 85ip's, will have stats doubled if it gets them at or above 85ip's. *If their ip's would require more than 1 stat doubling to reach 85, that player will be removed from the league until they can be imported as an eligible SP or RP.
*Also, imports are done in order of last season's standing, worst to first. That way, if a player played for 2 teams in their initial season, the player would go to the team with the worst record. This is to help with competitive balance.
*At times an already retired player (over 40) will import. Any new import who has already been retired in the league, will be deleted.
Initial rosters were comprised of players from the 1989 team who met a minimum threshold of 100 AB's or 25IP's. Some players were also imported from past seasons (1984-1988) to fill your roster. Following year one (beginning 1990 season), rookies will import each individual season who meet the PC default thresholds, 125 AB's and 35 ip's.
Rosters will consist of 35 maximum players, 26 in the majors and 9 in the minors.
Pitching rotation: League will use a 5 man pitching Rotation.
DROPS will turn on after imports are done, and ALL teams must be down to roster limits of 26 and 9 prior to opening day. If rosters are over limits, commish will make drops for a team prior to first pitch.
**ALL drops commish makes will be made by simply dropping the lowest ranked players on roster, regardless of age or potential.
**ALSO any team the commish has to make drops for will be moved to the bottom of the supplemental/waiver list for the season.
PROGRESSION
League will use the classic random progression, with settings to progress to age 28, regression begins at 32.
STATS CAPS
Per league vote prior to 1991 season, league agreed to place a cap on stats. The following will be our league limits:
Batter OPS - 1.380 (based on Ruth's highest season [didn't count suspected steroid users high mark])
SP WHIP - 0.72 (based on Pedro's low mark [did not count DeGrom partial season])
RP WHIP - 0.55 (based on Uehara lowest mark)
Also, to help with stats, some players will have their stats doubled. Currently PC will import rookies as SP's with less than 85 ip's. When that happens, any imported rookie SP will have stats doubled until 85+ is reached. Any stud young player who appears they may get close to those WHIP and OPS #'s will have stats doubled. The doubling of stats does not change any BA, OBP, OPS, WHIP, etc...what it does is slow down both the progression and regression rates.
CHANGE STATS
Owners will have the option to change a players stats to the current season stats each offseason, so long as those players meet the AB and IP threshold. So for the 1990 season, you can change your 1989 player to his 1990 stats. Owners should understand that changing stats will forfeit any progression that player has currently had. Owners should also know that once you change a players stats, you CANNOT reverse it to retain your progression.
POSITION CHANGES
Players will be allowed to change positions for a player as long as they played the desired position for 1/3 of the games during the specific year being used. OR A player may also change his position if they played desired position for at least half their appearances in their career. Changing season stats may also result in changing positions as well.
An RP can be converted to SP if that pitcher started at least 1/3 of their appearances during the specific season used, and their IP"s are at 85 or more. Stamina will be set to 80. Likewise, an SP can convert to RP if 1/3 of their appearance in the selected year were not as a SP. Stamina will be set to 40 for RP's.
RETIREMENT
Retirement age will be set to age 40, but only for Free Agents. Any player over 40 still contributing to their team, will stay in league as long as owner keeps them on their roster.
TRADES
Trades will be allowed, with a max of 5 trades per year per team. Each trade is ONLY ALLOWED to be 2 PLAYERS max per team, no huge roster turnovers or fire sales allowed. Any trade deemed unfair, imbalanced, or over the max number of players will be reverted and commissioners discretion.
If an owner has 2 teams, trading is not allowed between those two teams. If a trade is made between 2 teams with the same owner, it will be reverted and those teams will lose ability to make trades remainder of season.
Trading deadline day will be around day 100, or whenever commish remembers to turn it off.
DRAFT
The only draft that would take place in this league would be IF a franchise change happens. All of players from the old franchise would go into the FA pool and a 2 rd snake draft happens (see rule previously mentioned in rules).
WAIVERS
Players can be acquired via waivers, which will be run after each game, allowing 1 waiver per game. Waiver order will be based on previous years standings for the entirety of the season. Waivers will begin following game 1 (if commish remembers to turn them on).
Owners must select a player to drop if there roster is full when putting in waiver claims, or the computer will drop players by alphabetical order. IF you accidentally drop a star player, you have until next waivers are run (6 hours) to alert commish, or you are out of luck.
EDIT TEAM DETAILS
Team details will be set by the commish, but owners can edit park effects each offseason by sending a request to the commish.
AWARDS
An AL and NL MVP and CY Young will be automatically selected via the computer
GHOST TEAMS
In the event of a team being ownerless, the opening will be listed on the custom league boards. However, the league will progress as scheduled and commish will set all the lineups and rotations and operate that team as a ghost team to be as competitive as possible.
