Drafting Your Team

**After year 1, the draft order for new rookies will go in reverse order of regular season records. In the event of a tie, the team with the lower run differential will get the higher seeding. If there is still a tie, then I will flip a coin.
**There will be 2 rounds of a new rookie class draft after year 1. These drafts will also be done by auto drafting in the morning and evening of the same day.
**There is no grace period for rookies to stay on your roster unsigned. They must be signed before playing and if not signed at the end of the year they will go to free agency.

Team Details
**Major league roster max is 25 and minors is 15.
**Please keep at least 12 batters and 10 pitchers in your major league roster.
**Position changes can be requested during the off-season. Commissioner will decide if the player can be switched based on RL proportion of career played at the requested position. Stat changes may be necessary at the discretion of the commissioner.
**Park dimension changes may be requested at the beginning of the first season and then cannot be changed thereafter, so choose wisely.
**Team names cannot be changed.
**Player progression will be via classic progression. Progressions will be up to age 28, then decline at age 32.


Budgets
**Each team starts with $250 cap. Cap space can be included in trades when notified to the commissioner by both teams in the trade. This number might start higher if contract values are too high at the beginning of the league. To be determined.
**Currently, I have no plans to increase cap based on production within the league.
**Cap space will need to be used to sign players before they can play in any games.
** Owners found to be playing a player with no contract will be warned and allowed to then sign the player. Failure to sign the player within 2 RL days will lose $1 in cap space for each offense. If the owner has no cap space available, they will be docked their next available first round pick. If the player remains unsigned after the warning and after the cap space reduction, the commissioner will sign each player for an additional $1 removed from the overall cap space.
**If a team exceeds their cap space during free agent bidding, they will need to make a trade or acquire cap space before the season begins. Owners exceeding cap once the season begins will have the highest valued player obtained removed from their team, returned to the next highest bidder, and then docked a first round pick in the next draft. If no other teams bid on that player, they will become a free agent.

Trading
**Trades will be permitted until day 130 of the season.
**A trade committee will be assembled to judge any questionable trades. There will be four members with myself as a tiebreaker unless I am involved in the trade. If the trade involves me and the committee vote is tied or against then the trade will be voided.
**All trades involving cap space and/or picks must be sent via PM to me by both owners before it will be processed.
** Picks can only be traded up to 1 year ahead.

Normal Free Agency
**At the beginning of each new year, free agency will open although this may be very limited early on since everyone is a rookie to start.
**I will likely import some random rookies each season if available player numbers get low and these players will not fall into draftable rookies, but free agent rookies.
**Teams with available cap space will be able to bid on free agents.
**Players can be signed for no more than 10 years and no decreasing or increasing salaries per year will be permitted.
**Free agent bidding will be conducted secretly through PM to me with bids for the players desired. You must include the position and full player name in your bid along with the salary per year, duration of the contract offered and total value. Use this format: SP Nolan Ryan $7/10=$70
**There will be only 1 round of free agent bidding. Ties will be handled by rebid within 24 hours of notification.
**I will select a vice commish to handle my bids prior to receiving any other FA bids.


Special Player Free Agency
**Once per season starting in Year 3, I will import a few ?out of era? rookies.
** These will be rookies selected from the pre-1990s.
**Sims will pause at this time and everyone can submit bids to me just as was done for the normal free agent bidding.
**However, Special Player FA contracts cannot exceed 5 years.
**Bids of yearly increases or decreases are not permitted.
**Ties will be handled in the same manner as described above.

Tanking ?J_L rule?
**I am unforgiving when it comes to intentional tanking to get a better draft pick or some sort of collusion that knowingly damages the competitiveness of one team for a future owner.
**Any owner discovered to be tanking will lose two consecutive first round picks. This owner?s actions will be submitted to the trade committee for vote. If more than 50% of the committee, plus myself, vote that tanking occurred then the penalty shall be enforced.
**A second offense by the same owner will yield automatic dismissal from the league.
**Tanking includes, but may not be limited to: playing hitters out of position, playing lower ranked players when significantly higher ranks are available, not placing a team in the majors with each position sufficiently represented, and so on.
** I reserve the right to replenish an intentionally damaged team to help maintain league integrity and for recruiting new owners.

Whining
**I have even less tolerance for whining.
**Frankly, if you don?t like the league or how I?m running it then you should leave.
**Significant whining (as determined by me) will lead to dismissal. Besides - why stay if you?re unhappy? It?s a game!

Regular Season and Playoffs
**Regular season will consist of 162 games as randomly scheduled by the PC.
**We will sim games every 6 hours and users will be able to sim.
**We will have slump buster active during regular season, but not playoffs . Max time is 5 RL days.
**I will throw in some days off throughout the year, but I don?t have this scheduled out yet.
** For the first year, playoffs will run 5-game series for wild card teams vs division winners. Then 5-game series for LCS and 7-game series for WS. Best record in each division receives a bye round.
**After the first season, we will expand to 4 Wild Card teams per league, which the winners will play the division leaders.
**2 days off will be granted between regular season and first round of playoffs and in between other playoff series. One day off will be granted after game 3 in each 5-game series. One day off will be granted after game 3 and 6 in WS, if needed.

Awards
** We will vote as a league via some sort of poll for MVP, CY young, ROY, and Fireman of the Year.
**All stars will be selected by the PC.
**Eventually we will have a Hall of Fame in which owners will vote - once we?ve had enough seasons and retirements. A player must receive at least 11 votes to enter the HOF.

Retirement
** Players will retire at the age of 40 unless they have solid stats (as determined by me) or are signed to a contract.
