Welcome to the Canadian Baseball League (CBL)! CBL offers great baseball at low price for our fans and gives a player's last chance to level up in the Show! Also, team's credibilily is very important in Indy Baseball. Influence Points reflects that.CBL league is not affiliated with MLB so there's no rookies draft. Only Free Agents (Fictionnal players) who comes and go over seasons.

HELPFUL HINTS:
*Contracts on players of 26 years old and younger (26,25 etc) are NOT GUARANTEED only if average =< 10M$/Season.
*Great players will be promoted to MLB Farm System (MiLB) at the end of season.
*Team gets compensation when player is leaving for MiLB.
*They will come back as soon as their are under/equal 95Rk
*25 players in Majors, 0 in minors. That's Independant Baseball!!
*This means you'll have to develop players in your "Major League lineup".
*There's 3 Rosters Management teams:
-MiLB Active Players = Players actually in MLB Farm system
-CBL Waivers = Weekly waivers, players contract buyout, players over rosters limit etc
- Scouts List = Future CBL players pool
- Free Agents: Any new players get added after waivers runs after each set of games. (Pennant Chase feature)
- Before game 20, ranking is by Team Strenght. After, by standings.
- Maximum of 3 players per cycle.
- Be sure to understand Influence Points. It will help you to level up your team!
MANAGERIAL EXPECTATION:
*It is expected and required that all managers be active in this league. The commissioner has the ability to see how active each team owner is. Extended dormant periods will lead to a boot and possibly ban. If you know your not going be around for a while (Over 1 week), message me and let me know.
*You must participate at least one time in Waivers bids.
*You must use Slump Buster
*Contracts are not voided when GM leaves his team but new GM can release up to 2 players under contract. (Valid during GM 1rst season) - Influence Points are resetted to 1. Salary cap back to 150M$.
*Multiple deals between two people may be voided by the commissionner if these deals appear to help 'load' one team over another.
*Manager should do their best to improve their team.
*Limit of one team per owner.
PAYROLL BUDGET:
*Teams will each have $150 budgets per season
*Teams that exceed the salary cap will have their best player injured until team gets under salary Cap. If they remain over the cap, their 2nd best player will be placed into the same process etc.
*If no effort is made to get under salary cap, best player could be transfer put in Waivers by commish.You have until next Waivers or Trade Deadline to gte under salary cap.
*Teams who exceed the salary cap are not permitted to bid on Weekly Waivers.
*You can exceed salary cap ONLY in offseason without penalty.
*Maximum contract length of 6 seasons.
*Rosters are limited to 25 active major leaguers and 0 inactive minor leaguers. You could have to drop players to make some room in your roster.
*Maximum of 12 pitchers and 15 positions players per roster
SEASON:
*140 game regular season. The league schedule is to sim 4 times per day.(6h) Trade deadline around game 120.
*Each team will have 4 days off during season (+3 at AllStars game)
*Trade dealine = Trades, Weekly Waivers and contract buyout.
*An exact day/time will be announce for trade dealine
*You must respect 25 man roser before each Waivers. If not, commish will drop players on his own discretion. (Weekest)
*Player endurance will be used.
*Owners can't modify team's name, logo etc.
*Maximum Slump Buster: 15 days
FREE AGENTS:
* Any new players get added after waivers runs after each set of games. (Pennant Chase feature)
* Before game 20, ranking is by Team Strenght. After, by standings.
* Maximum of 3 players per cycle.
INJURIES:
*Maximum for pitchers: 20 days
*Maximum for hitters: 15 days
ALL-STARS GAME:
*Around Day 70
*3 Days off for all teams
AWARDS
*"CBL MVP","CBL Best Pitcher" and "CBL GM of the year" awards will be awarded upon the completion of the season. (1 Influence Point each)
*"CBL GM of the year" gives 1 Influence Point. If tie, each GM get 1 PT (League Poll)
*"GM of the year" winner should be given to GM who:
-Is really active (Chat,Trade block etc)
-Improved his team through season (FA bids, trades etc)
-Had a great attitude
*Division Champions will receive a Trophee.
*Playoff Champion will receive the "CBL Champion Ring"
PLAYOFFS:
*The playoffs schedule is to sim 3 times per day.
(Manual sims)
*Top 4 teams of each divisions
*Team in 4th and 5th position will face against in a 2 of 3 serie. Winner team get the last playoff spot. Best record is home games 1-3.
*Atlantic VS Pacific only in final
*If teams had same regular season records,team with best differential would win the tie breaker. If that tie cannot be broken, the team that scored more runs would win the tie breaker.
*1 day off before the 4th/5th series.
*1 day off after game 2 and game 5
*1 day off between series
*2 days off before Finals
FINAL:
*7 game series (2-3-2 format). Best season record has home field regardless of seed (Most W)
WEEKLY WAIVERS:
*Each weekend, 1 to 10 new players will join the league.
*At least 5 players must be available for bids. If less, x current Free Agents will be add. It allow GMs to offer cheap contract. (Below normal PC contracts)
*Players will go directly to "CBL Waivers" team.
*Quantity is fully random. The last digit of the current day will be the number of FA availables.
Ex: Day 67: 7 new players
Day 80: 10 new players
*All stats are also random.
*Hitter must have an OBP over .300
*Pitcher must have a WHIP under 1.5
*Age between 20 and 30 years old
*Commish will announce each week the beginning of bid period on league chat.
*You have until Wednesday 11h00 EST to send your contract offers to commish (Habssimon) by email.
Ex: "4M$/3Y=12M$" on Votto
*Player will accept highest contract value. (Shortest first)
*In case of tie, there will be a 2nd round bid (24H). (Next offer must be higher)
-If all GMs don't want to raise their offer, player will choose weekest team (Standings or last season standing)
**You must respect 25 man roster before each Waivers. If not, commish will drop players on his own discretion. (Weekest)
*Player will be transfered in the minor league team. You must drop one player before promoting player.
*To be fair, commish will send offer confirmation as soon as he can.

*You can add raise/season in contract offer (Max: 2M$/season)
*If a player didn't receive at least one offer, he'll become a free-agent. Any team can pick him for for free.
CONTRACTS:
*You can sign any players in your roster for a maximum of 6 years.
*Contracts on players of 26 years old and younger (26,25 etc) are NOT GUARANTEED if:
--> =< 10M$/Season.
--> not on 1rst year contract
*Released player will be add to the next Waivers of the week. Actual contract is void. Old team cannot bid on this player.
*Contracts must be honoured for players at 27 years old and over.
*Normal contracts are flat, Waivers bids can contain raises.
MiLB FARM SYSTEM:
Even if Canadian Baseball League is great, player's dream is playing in MLB.
At the end of each season, a player who was on last year AllStar team AND on current season "Awards" list (Before playoffs) will be promoted to MiLB System during offseason.
* Benching star players is strictly prohibited. In that case, player will be moved on CBL Waivers for next Waivers bids.
* One player max per team/season (GM can decide to promote more than 1 player at his own discretion)
* If many players on the same team are eligible, GM choose which one is going to MiLB. The others are automatilly protected.
* Player must not be a future FA. If yes, team don't received any bonus.
*When a player is leaving to MiLB, affected team will received:
* One influence point
* One MLB pitcher clinic or one MLB player clinic (Depending of type of player leaving - Tradable - You must use it in current season, before next season 1rst game)
* Pitcher:
-MLB pitching coach clinic -> Changing one P progression to AllStar
-MLB stress management clinic -> +5 Fire points (Max: 30)
-MLB endurance clinic -> +10 on SP stamina (Max: 120), + 5 on RP stamina (Max: 35)
* Position player:
-MLB batting coach clinic -> Changing one P progression to AllStar
-MLB endurance clinic -> Double player's Endurance
-MLB running clinic -> +2 Speed points (Max 9SP)
* Team receive a 5M$ Salary Cap Bonus each time 5 players are promoted to MiLB. (Salary Cap can't be over 110% of weakest team)
*When a MiLB player regress to a ranking equal or even to 95, he will return in CBL.
-Minimum of 1 season in MiLB
-If still under contract, he return to his CBL team. (You have until Waivers Pool 3 to claim him)
-Team can refuse player. If so, he will go in free agency but his last team cannot bid on him.
-If no contract, go in MiLB Waivers for future bids.
PROGRESSION:
*Players progress until 28 years old.
*Players regress at 31 years old.
*Players retire at 40 or when they're useless. (Free Agents only)
OFFSEASON WAIVERS:
Best CBL Free Agents will be place in 5 pools:
1-2-3-4 (6 players per round): Best players available (Pitchers and POS mixed)
5 (6 players): Rookie draft
There will be 24H for offering contracts on players of each pool by email. Biggest overall contract win.
*Commish will add random players during offseason (Before waivers bids) to balance league roster/age at his own discretion.
SUPPLEMENTAL DRAFT:
*A Supplemental Draft will be done on remaining FA to have 25 players per team.
* 1rst and 2nd Supplemental Drafts: 3 rounds
* After, Supplemental Drafts: Until we have 25 players per team
* Draft order is by last season position: 9-10-11-12-13-14-15-16-17-18-8-7-6-5-4-3-2-1
* Teams in last season's playoffs are automatically in top 8 no matter records. (#9 is best team out of playoffs)
LEAGUE EVOLUTION:
*Commish will use "League Polls" before changing rules or league's structure. Realistic scenarios will be used.
*Majority is 50% +1
INFLUENCE POINTS:
Credibility is very important in Independant baseball. Players mostly choose strong team who will give them a chance to shine and going in MiLB. Players wants also a good place to play baseball for many years.
Finally, community will also be more open to help great organisation.
How to get points?
*GM of the year: 1 pt
*CBL MVP award: 1 pt
*CBL Best Pitcher award: 1 pt
*Player leaving for MiLB: 1 pt
*Teams in playoffs: 1pt
*CBL Finalists: 1pt
*Maximum of 5pts total in bank. (Look at history tab)
*Points are tradable. It's like another team's talking in your favor.
*Points are given after CBL Playoffs
What you can do with those points:
One chance per player/season, even if traded
*Influence city mayor for ballpark renovation during offseason (Changing one field configuration):
COST: 1pt (100% success)
Choices for each field: None - Mild Boost - Big Boost - Mild Disadvantage - Big Disadvantage
*Trying to influence one player to void his contract:
Total contract under 30M$: COST 1pt (50% success)
Total contract equal/over 30M$: COST 1pt (33% success)
* Voiding contract on young players (=< 26yold, =< 10M$/season and not on 1rst season) still free.
*Trying to influence player to accept a cheap contract/pay cut (20% discount on contract - Rounded to highest M$ per season):
Total contract under 30M$: COST 1pt (75% success)
Total contract equal/over 30M$: COST 1pt (50% success)
*Trying to influence one of your player to stay instead of going in MiLB (Valid for 1 season): COST: 1pt (50% success) or 2pts (75% success)
**You must do that before Waivers Pool 1.
**If player stays in your team,you don't get the bonus point for a player leaving for MiLB.
*Changing secondary position on 1 player:
COST: 1pt (100% success)

*Resigning one impending FA:

+20% increase on current salary (Immediatly)

* Player can't be trade from this moment - TAG: "No trade clause - FA"
* If you try to resign a player with the "No trade clause - FA" TAG: +40% increase and 33% chance of success.
*Influence one player to sign with your team:
Cost: 1pt (100% success)
On Waivers bid, if you add one influence point to your offer, selected player will choose your offer even it's up to 20% below the best one. (Math: Best offer * .8)
*Influence one player under contract in Indy Baseball to join CBL
Cost: 1pt (50% success)
You can try to influence one player of the "Scouts list" to join CBL. If he accept, he will be available in next CBL Waivers bids for all teams (+ x players). Player will choose your offer even it's up to 10% below the best one. (Not cumulative). You must contact your commish before Sunday 4PM.
How to know if success or fail?
Using random.org, I'll generate a 14 random numbers list between 0-100, timestamp with date/hour and a unique ID.
I'll send you the 2 first/last digits.
You'll have to send me a number between 1 to 10. This will be your pick!
A URL based on Unique ID will be send with result as proof.
* Winning numbers are always the highest (50% --> 50-100 you win, 0-49 you loose)
EXPANSION:
*Expansion teams rules:
- Draft Order: 11 and 12
- 2 players picks before offseason waivers bids (Snake system if more than one team)
- Only 100M$ salary cap for first season
- 0 influence point
*Former teams will received one 2Y contract extension compensation for next season.
TRADES COMMITTEE:
* Committee is composed of 4 GMs. In case of big unbalanced trade, they will decide if it's valid or not. If GM's involved are seniors, trade should be autorized. Also, idea behind the trade is more important than the trade itself.
*Commish can also use veto unless he's involved in trade.
*Since the committee is composed of 4 people, a trade needs to be rejected by the majority (3 to 1) to be reverted.
