II. PAYROLL BUDGET
This league will have team payroll budgets comparable to their real life counterpart. This league will allow 35 keepers a season. Every payroll will not be able to afford the ability to keep up to 35 players. But, much like real life it comes with pros and cons. The manager of the Yankees can afford several big contracts but this doesn't ensure the player will play up to their contract. Some of the smaller payrolls will be a challenge for a manager up to the task. Each teams budget is below from largest to smallest.

III. OPENING DAY PAYROLL
1. Every team needs to be within budget by opening day, if a team isn?t then penalties will be enforced.
V. ROOKIE CONTRACTS
1. Rookie contracts for 20 year olds are $1/3 years. Rookie contracts for all players older than 20 are $2/2 years.
VI. 1ST EXTENSION (Part of rookie contract system)
2. When a player hits their "expiring contract" year, GM's have the right to extend a rookies contract anywhere from 1 year, all the way up to 5 years. The GM in control of the player essentially has control to pick up the players "option" with the option of how many years you want this to be.
3. The structure of pay will be as follows, $4,$7,$10,$13,$16, expiring.
4. A player will not be veteran franchise tag eligible at the completion of their rookie contract or 1st rookie extension.
VII. SECOND/FINAL EXTENSION (Part of rookie contract system)
1. IF A PLAYER IS NOT SIGNED TO A 2ND EXTENSION, HE IS ELIGIBLE FOR RESTRICTED FREE AGENCY.
3. The final extension is again, a 1, 2, or 3 year extension. Every year is set at the same price, $20. So, whether its 1, 2, or 3 years the price is $20 a season.
5. A GM must use at least one year of this final extension for the player to become Veteran franchise tag eligible in the future. If not, that player will go into free agency where you will not get him back without competition from other bidders.
VIII. VETERAN FRANCHISE TAG (One allowed per team each calendar season).
1. Once a 2nd extension is up, or a FA bid/pchase contract is up, the player is eligible for franchise tag. If an eligible player is franchise tagged, he receives a 1 yr $15 contract. A player can only be franchise tagged once during his career.
IX. ROOKIE DRAFT
1. The rookie draft happens every off season and is always two rounds.
2. The regular, two round rookie draft is made up of ~60 players total to be drafted in 56 draft slots.
XI. REGULAR SEASON
The regular season is made up of 162 games but below is a quick order of important things that take place during the regular season.
A. Game 1- Opening day.
B. Game 81- All star break.
C. Game 126- Trade, veteran franchise tag, and rookie, 1st and 2nd extension deadline.
D. Game 144- Free agency (ability to sign and drop players in free agency) turned off.
E. Game 150-162- Games simulated one at a time few hours apart for complete control.
3. There are six games simmed a day, Three in the morning and three a few hours later usually.
6. The last two days of the regular season will follow the playoff sim format, with each game spaced out by a few hours so managers can really get what they want in place before each game is simmed.
7. The all star break is a time where 5 ?off days? are granted to rest up your team so you can revamp your team/rotation for the second half of the season.
10. The day after game 126 is played all the big deadlines take place at 11:59 PM EST. This means its a non-sim day directly dedicated to front office maneuvering. This includes ?franchise veteran tags, extensions, multi-year contract reductions and the trade deadline (trading no longer allowed after this deadline).
11. The day game 144 is played free agency is turned off at 11:59PM EST. This means you can no longer drop anyone from your squad or pick up anyone from free agency.

XIII. TRADING
4. You can trade draft picks in the current year leading up to the draft. Once that draft is complete along with bidding you?re then allowed to start trading picks in the next draft. It would get too complicated for me to involved trades involving future draft picks and also mess up with free agency COMP.
6. On the front page I always note draft picks traded in the current year to keep track of everything and so that you can see who has what if you want to trade for a traded for pick etc.
8. And again, the trade deadline is at 11:59 PM EST the day after game 126 is played.
10. *NEW RULE*
Any player traded away from a team cannot be traded back to the same team for 7 real life days. This means a player could be away from a team for up to 42 games if there's simulations on all 7 days. This is designed to discourage certain behavior but not outlaw it either, since there is a certain level of creativity associated with why this takes place.
XIV. TRADING $20 EXCEPTION
1. To offset and help smaller markets although this rule is applied to every team, in season every team is allowed to go over budget via trade by $20.
XV. STARTING PITCHER CONVERTED TO RELIEF PITCHER (one per team every offseason)
1. Past their prime pitchers are eligible every offseason until they retire to be converted from Starting pitcher to Relief pitcher.
2. Once a Starting pitcher hits 30 every off season a GM can message me the name of the pitcher he wants to convert and I will convert him manually using the commissioner tools.
*2a* (NEW)- On top of being at least 30, a SP has to at least have a real stat WHIP of 1.00 to be converted. Anything lower (.99 down to .01) will not be allowed to be converted into a RP.
3. The the time frame for this to take place is after the conclusion of the World Series leading up to opening day of the next season.
4. Every GM doesn't have to utilize this rule if they don't want to but it's an option available to everyone and anyone who's serious about being competitive.
5. Once a pitcher is converted to a reliever he can never again be a starter.
6. Converting a starting pitcher to relief pitcher will look like this, the chosen pitchers real stat categories will all be divided by two as a rule of thumb to give them more relief pitching looking stats.
7. Then after the general division of two, I will make sure every new relief pitchers H/9 innings will be lowered by 1.0 and his BB/9 lowered by ZERO (NEW RULE). Also, there will be a raise in his K's per 9 innings by 2.0 and 80 pitches removed off of his stamina stamina (Unless starting pitcher is already at 95 pitches or lower, then his stamina will be 15).
8. It's best to wait to message me who you want in advance progression can be wild some times especially with older pitchers. Wait and see whose worth it for you.
XVI. FREE AGENT BIDDING/LIVE BIDDING
1. Live bidding involves the top four rated SP in any given free agency class.
2. Live bidding will take place inside a draft using the draft chat box to place bids.
XVII. REGULAR FREE AGENCY BIDDING
1. After live bidding there will be 66 top of the line free agents remaining. This will consist of the top five ranked players at each fielding/hitting position, about 11 SP and about 15 RP.
2. Further instructions will be given at the time of bidding.
XIX. MULTI-YEAR CONTRACT REDUCTION (One allowed per team each calendar season)
2. As long as there's enough payroll on any team's remaining budget a GM is allowed to bundle a multi-year contract into a single year. This allows bad contracts to come off the books faster for teams that have the available budget.
XX. ODDS AND ENDS
1. There are injuries, max of 40 games for position players, 40 for pitchers.
2. Player endurance is used.
3. Players will retire at age 41.
4. 38 contract keepers per team.
5. 26 major league roster spots.
6. 13 minor league roster spots.
7. Archive each seasons stats so every player has a statistical career exclusive to this league, and will also aid in helping managers in knowing what each player is truly doing on a year to year basis.
8. There is a page full of career leaders, milestones.
9. Player progression and regression will be set to random with peak year residing at 28 years old, and just note that the progression is random on the way up and random on the way down.
10. 11 batters and 9 pitchers minimum are needed on active MLB roster for me to be able to simulate games. Usually, at the end of the year for different reasons GM?s drastically reduced their roster but if you go below these thresholds I am unable to simulate games and have to manually go in and promote players to the majors. While not a big deal, it can be annoying so please keep in mind these thresholds.
11. Leagues messages sent to every GM?s inbox will have LM/ with a heading in the subject box always.
