Welcome to the league beginning in 1986. With real Opening Day Rosters and stats changed to their "career averages" This is a great league for new people to PC who haven't yet learned the tricks to progressions and this is also great for veteran owners who like historical accuracies and something different.

Section I: Info


1. Players and Progressions


Players start on the team that they began with in 1986 for our initial season. These players will have their career stat averages (boosts available detailed below)

Progressions/Regressions

Players will remain with the same stats (due to F progressions) until age 34. Players who lead that year's real stat categories will get a small boost (for example the 1987 AVG leader will get a extra hits added on his stats in 1987).
Rankings may fluctuate due to new players being added to league (or retiring)

Retire

Players will retire only if they are in free agency. Players in FA who may retire could be over 40 years old or under .200 AVG/2.00WHIP. Since it begins in year 1986 and there are several older stars who benefit from using career stat averages opposed to their final years real stats they will auto retire after the 1991 season in the league (T. Perez, D. Lopes, R. Jackson, P. Niekro, T. John, T. Seaver, D. Sutton) (1993 for Nolan Ryan)

2. Draft


New players will come into the league via the off-season draft. They will come in the year they first entered the league or eclipsed rookie status. Draft spots can be traded. There will typically be two rounds of a draft with sometimes a third.

4. Season Schedule


4a. Regular Season

Regular Season will be composed of a 162 game schedule with off-days, actual season length will be between 175-181 days.
Day 1 - Opening Day
Day 100 - All-Stars Announced
Day 120 - Trade Deadline (Sims Pause if Needed)
Day 126 - Last chance to Extend expiring player's contracts
Day 140 - DFA Deadline
Day 150 - Adds & Drops Turn Off & MLB Rosters Expanded to 40 (28 in 2020)
Day 175-181 - Season Ends

4b. Playoffs Schedule

Playoffs will follow the MLB playoff format for its respected years.
1986-1993 - Top team from each division advances to playoffs (NLCS/ALCS) and then World Series - 7 game series each
1994-2011 - Top team from each division plus 1 WC per conference, (5,7,7)
2012-2021 - Top team from each division plus 2 WC per conference (1,5,7,7)
2022-Modern - Top Team from each division plus 3 WC per conference (3,5,7,7)

World Series home field advantage will be determined best record.

The following awards are kept in league history:
MVP, CY, ROY, Reliever
A larger list of awards (Silver Slugger, Gold Glove, Comeback Player, Manager of the Year, and WS MVP) will be kept under an extended league history tab.

Section II: Rules


1. Contracts


Teams are allowed a 45 man roster. 25 in majors and up to 20 in minors. All players need signed to a contract unless they have a rookie eligible tag (+). Rookies will be allowed to remain on the team without a contract until they eclipse an age threshold or are called to the major leagues (see Rookie Thresholds in 1c below) but they still count towards your total of 45 players.

Teams that go over budget must get down to their cap space within 10 games. If they are unable to do so they will forfeit draft picks.

Team cap spaces are at a small $125 for 1986. So you may have to play smart.
There will be cap raises every 5 years to encourage competitive bidding/buying and there will be rewards that can earn bonus cap during the gap between those 5 years.


1a. Signing Players

Each year owners are allowed to take part in free agency. During the regular season Free Agents are available for pickup anytime between day 1 and day 150. Those players must be signed to a standard PC contract in order to remain on your team for more than 1 season.
Each offseason owners take part in offseason free agent bidding. Bids are sent to the commish and updated on the homepage at the end of initial free agency bidding.
FA round 2 will be all blind bids

1b. Extensions

None at this time

1c. Cuts/DFA

The DFA process allows owners to cut players who are signed to contracts. To DFA a player on your roster, you must message the commissioner. You then have 2 real days where the player can be claimed by another team. If a claim does not occur, the owner must either decide to release the player or reassign him to the major league roster (for a minimum of 25 days). If released, the player's full contract will be deducted from the team's cap. For example, a player with a $5/2 yr deal that gets DFA'd then released will result in a $10 deduction from the team's budget. When a player is DFA'd, a 48 hour window will be initiated where teams can claim the player for their team. When a player is claimed, the player is moved to the claiming team's roster and they assume the contract at it's total current value and years. The player will be moved to a Waivers Holding team for the duration of the DFA process.
Waiver claim order will be in reverse standings at the time of the DFA. So, the last place team gets first dibs on any player if they choose to claim them. After the 48 hour window, the team with highest waiver priority to submit a claim will be awarded the player. You can only claim a player on waivers if your team is under budget and you have enough roster space to accept the player. Be sure to check the homepage throughout the season to see any updates on players who were DFA'd or placed on waivers.
A team can release an expiring player for FREE if he clears waivers



1d. Rookie Thresholds

At this time there are not any rookie contracts.
Rookie Thresholds for Rookie of the Year award...
1) Compiled 120AB or 50 IP (25 for RP) in a season
2) Compiled 300AB or 100IP (50 for RP) in a career
3) Are 27 years of age or under
The tag will be removed in each offseason, right before progressions.

2. Trading


If draft picks are involved in a deal, each team involved in the trade must message the commish with trade details. Only players, and draft picks can be traded. The commissioner reserves the right to refuse (or send to a trade committee) any trade that is deemed to have a negative impact on the team or league. The trade deadline will be day 120 of the regular season.
Cap space can also be traded but is PERMANENT unless it is designated as paying (retaining) part of a traded players contract.

2a. Trade Committee

A trade committee will help insure the integrity of the league. If you think a trade is unfair, please message the commish and he will appoint a trade committee to review a trade. There are 8 committee members, 6 normal (1 from each division) and 1-2 reserve members if any of the committee members trades are in question the reserve will be used.

3. Anti-Tanking


Tanking is not tolerated in this league. It is the owners responsibility to put forth a competitive lineup each game of every season.
Tanking will be defined as:
1. Playing players out of position, racking up errors
2. Starting players with a lower OPS or higher WHIP than a "should be" starter. Example, .870 ops on bench or minors while a .600 starts. I won't nit-pick starting a .900 guy over a .940
3. Sending players on a contract to minors that are better than players in majors.
Exceptions to rule 3 - 1) a player is on an expiring contract AND is being shopped on the trade market. Or 2) a player has a rookie tag. Or 3) a player is performing poorly in majors compiled stats (under .200AVG, or 6.50 or higher ERA)

---anyone found tanking will lose their 1st round draft pick

4. Budget


Budgets are evened every 5 seasons. In between those 5 seasons there will be rewards for small boosts in caps.
1986 - $125
1991 - $135
1996 - $145
2001 - $160
2006 - $170
2011 - $180
2016 - $190
2021 - $200

4a. Cap Rewards

Proposed Cap Rewards (voted on before inagural season)
Two ways to earn cap reward:
---> Awarded $1 for each level of playoff (WS winner gains $3...it will be $4 after WC round is established)
---> Awarded $1 - for every 10 games won more than last season. Max of $2 (20+ win improvement)
---> Awarded $1 for highest spender in FA
If your team's record gets worse, budget will not change.

5. Position Changes


Teams can request 1 position player change and 1 pitching change each offseason. Requests are only taken in the offseason.
Position Changes must be based on real life. Asking for a player to switch (OF to 2B for example) that never served a reasonable amount of time at that position will be denied. Position changes are subject to having their fielding (or pitching) stats edited.

Expansion Drafts


Expansion Draft
Following the conclusion of the 1992 playoffs and after progressions, player imports, and advancing contracts have all happened, an expansion draft will occur. This will allow the Colorado Rockies and Florida Marlins to join the league. Two new owners will need to be recruited to join the league. Before the draft, each team will select 15 players to be protected from being drafted. Anyone not protected will be eligible for to be selected by one of the two teams. The order will be as follows: Marlins, Rockies, Rockies, Marlins, Alt picks rest of way. All protected players will be listed on the homepage, and the owners of the two teams will message me with their selections. They will need to make sure a player they choose isn't on the protected list. The first round will conclude when each team has 14 players. The second round each team will receive 14 more players, and in the third round the teams will get seven players each. Every team must lose a player in round one and two, but in round three it doesn't matter who the players are picked from.

The second round each team will receive 14 more players, and in the third round the teams will get seven players each. Every team must lose a player in round one and two, but in round three it doesn't matter who the players are picked from.
