League Rules

Article I – League Overview

The WAR Budget Franchise League (WBFL) is a long-term dynasty league.

The league is centered around a WAR budget system. Teams must manage finite WAR resources while constructing rosters, acquiring franchise players, and navigating free agency.

Article II – Franchise Selection

- Each owner will select one MLB franchise.
- No two owners may control the same franchise.
- Owners are responsible only for players eligible for their selected franchise.

Article III – Initial Roster Construction

- Each franchise begins with 50 WAR.
- Owners must construct a 26-player roster.
- The combined WAR value of all selected players may not exceed 50 WAR (though you can select less than 50 WAR if you wish to have more for future seasons).
- Owners may select any season from a player's career during the initial draft in which they played for the owner's franchise.
- Players may only appear once throughout the league. Players must be with the team they debuted with. If you do accidentally draft a player that did not debut with your team and another team drafts him or wishes to add him in future seasons, the commissioner's office holds the right to move that player from your team to the correct roster.

Article IV – Offseason Player Acquisitions

- Beginning after Season One, franchises may use accumulated WAR to acquire additional players.
- To be eligible for acquisition, a player must satisfy the following conditions:
1. The player is not currently on any roster within WBFL.
2. The player made his Major League debut with the acquiring franchise.
- The owner only may select any season from the player's career (the Angels can have any of the Dodgers' Ohtani years if they so choose).

This rule is intended to create alternate-history scenarios in which franchises retain players throughout their careers.

Article V – WAR Economy

- WAR serves as the league's resource for acquiring new players.
- Unused WAR carries over from season to season.
- At the conclusion of each season, franchises receive additional WAR according to their final regular-season standings.

6th–12th / +2 WAR
13th–18th / +3 WAR
19th–25th / +4 WAR
26th–30th / +5 WAR

The Commissioner will maintain and publish each franchise's current WAR balance throughout the league.


Article VI – Contracts

- The maximum contract length is eight (8) seasons.
- Contract budgets will be determined by the Commissioner prior to the inaugural season and may be adjusted as necessary to maintain league balance.

Article VII – Contract Extensions

- Each franchise may extend one (1) player per offseason.
- Unused extensions do not carry over.

Article VIII – Qualifying Offers

- Each franchise may issue one (1) Qualifying Offer during each offseason.
Type A QO: $30M for 1 year
Type B QO: $15M for 1 year
- A team signing a player with a Type A QO will have to give up 2 WAR, and a team signing a player with a Type B QO will have to give up 1 WAR to the team they are signing them from.

Article IX - Progression

- Players progress until 28 and regress at 32.

Article X – Commissioner Authority

The Commissioner reserves the authority to:
- Interpret league rules.
- Resolve disputes.
- Correct roster errors.
- Adjust contract budgets if necessary for league balance.
- Modify league rules with notice to league members when doing so is in the best interest of WBFL.
