League Rules
1960 League1. Basic Pitch: This non-contract League will consist of 8 owners who will own one NL and one AL team. You may not trade players between your teams. This is a boot-able offense.
Teams are selected draft-style. First pick in the NL is last pick in the AL. 2nd pick in the NL is 7th pick in the AL, etc. You have the option of picking an expansion team (CAL, NYM, HOU, TEX), but you will function with 1 team until they have enough players to field a 25 man roster.
In this league, while the World Series Champion receives a “trophy”, but the ring will be awarded to the owner with the most combined wins in the regular season.
2. How are players acquired?
We will start with the 1960 season. For importing, a player must have at least 20 IP or 50 AB. There may be duplicate players in the league, but duplicates will not be imported after the first year: a player belongs to the team where he has the most AB or IP. The minimum for imports and stat changes after the first season is 35 IP and 100 AB.
ANY ISSUE ABOUT WHICH TEAM A PLAYER BELONGS ON MUST BE RAISED PRIOR TO THE FIRST GAME, OR THE RIGHT TO APPEAL IS WAIVED. Once a player “suits up” for a game, he belongs to that team.
3. Updating personnel:
Progressions: type: Unpredictable. Plateau range: 30 - 32.
Stat changing: Yes, as long as the player meets the minimums: 100 AB or 35 IP to stat change. Once games start, if a player is caught having stat-switched to a year where the minimums are not met, the player will be removed from the league for the season, and will only return if imported. I make a distinction between an owner turning himself in before games start, and the Commissioner or another owner catching him during the season.
Trades? Yes. But no trades, or waivers, after game 140 and before the end of the World Series.
Anyone can question the fairness of a trade, and forward a review request to the trade review committee. I will select the members of this committee, and majority rules. If for some reason there is a tie (as with an abstention), the Commissioner will break the tie. The Commissioner will oversee the performance of this committee. Requests to have trades reviewed must be made within 1 week or 20 games from the trade, whichever comes first.
In lieu of a normal draft, and to prevent teams from becoming too dominant or too uncompetitive, We will run a Rule 5 [expansion draft might be a more accurate term] draft for the benefit of the previous season’s losing teams. After imports, each team selects 25 players to protect, by signing them to a contract and placing them on the major league roster. The remaining players should be placed in the minor leagues. The previous season’s losing teams and incoming expansion teams (if any) draft one player per round. The players eligible for the draft are found in the minor leagues for each team. No team can lose more than 1 player per round. Only losing teams (and as yet noncompeting expansion teams) select players – winning teams and .500 teams do not make selections. After each round, each team can protect an additional player. Number of rounds to be determined each offseason. There will be a draft lottery to determine the order.
1961 Amendment: To make things simpler for everyone, after imports each year, trim your roster to 25 players. The rest go into the free agent pool in anticipation of waivers, which will run from game 1 forward, based on last season's record.
Rosters will be 26/10 during the season, and there will be waiver claims beginning with Game 1.
Waivers? Yes.
4. League set up, number of games, rotation size, injury length, and roster size:
2 8-team leagues. 162 games. 4 man rotation until the 1975 season (then a 5-man rotation.) 5 days for everyday players, and 8 days for pitchers. 26/10 roster sizes.
5. Playoffs:
16 teams: 2 8-team leagues. 2 regular season champs, who get byes until the LCS. 4 wild cards per league, who play best-of-3 playoffs until one remains to go to the LCS
Rules about ties for a playoff spot:
A wild card team never hosts a series against a non-wild card team.
If teams tie for a playoff spot:
⇒ If both teams would be “in”, use head to head record as a tiebreaker. Run differential is the 2nd tie-breaker.
⇒ If one is in, the other is out, 1 game playoff (@ head 2 head winner)
In addition to a Cy Young and a MVP Award, there will also be a Manager of the Year Award given to the owner with the best combined record. The Manager of the Year receives the “Ring” for the season.
MY BASIC EXPECTATIONS OF EACH OWNER:
⇒ Your commitment is season to season. When you join, you will be expected to actively run your team until the end of the season, which is when the regular season ends for non-playoff teams, or when your playoff team is eliminated. If you quit mid-season without my blessing, I will share this information with other commissioners.
⇒ Actively running your team means that you read messages once per day, meet all deadlines, and communicate any difficulties to the commissioner.
⇒ I will provide a minimum of 48 hours between a posting of a deadline, and the deadline. Ignorance of the deadline will not be an excuse for failing to meet the deadline.
⇒ If you will be away, and unable to get your messages, give the commissioner advance notice. Inactivity for ten (10) days, or repeated failure to meet deadlines, may result in your being booted from the league.
⇒ Every owner is expected to field a team (9 pitchers and 11 fielders) every game. Failure to do so, making the sims not run, results in a forfeit.
⇒ Read and be familiar with the rules immediately upon joining: it may affect your desire to be in the league, or your desire to pick a certain team.

General rules:
Each offseason, you can switch a SP to RP, or a RP to a SP, but stamina will remain “as is.”. You can change it back the next offseason if you like, but no changes between first pitch and the last out of the World Series.
You can switch a player’s primary and secondary positions if they played 50% or more games THAT season at their secondary position, or at least 25% of their games for their career at their secondary position.
During an offseason, a player can be switched to the position they played most in their career, regardless of the requirements of General Rule #2.
You can switch a DH to his secondary position, as long as he has a fielding percentage.
Off season duties:
Empty the free agent pool.
After season 1: double stats.
Unpredictable progression after world series. Plateau range:30 - 32
Imports: You get all the imports from the next season that are not already in the league (35 IP/100 AB minimum)
Stat changes: unlimited with minimums (35 IP or 100 AB)
Sign up to 25 players, and put them on your major league roster. Place the other players in your minor leagues.
