League Rules
Proposed 1929 League Rules:Welcome to the 1929 Dodger League!
Ideally, this non-contract league will consist of 8 owners. The 8 owners will draft the 16 teams from the 1928 season with 100 AB or 25 IP. Your draft slot in the NL will be the reverse of your slot in the AL (so each person will have 2 teams). Once the players are imported, duplicates will be resolved, and then the 1929 players will be imported, followed by duplicate resolving. You will be allowed, on this one occasion, to stat change at will (as long as the 35 IP, 100 AB minimums are met), but your player will age a year when you do.
You may trade as many players as you want, as long as it is not between your two teams. That is illegal and will be dealt with, up to, and including, dismissal from the league.
We will use 4-man rotations, and 26/32 rosters, but the 32 will increase with the passing years to a limit not to exceed 40.
From each of the two 8-team leagues, 5 teams will make the playoffs: a regular season champion, and 4 wild card teams. The wild card teams will compete with each other in best-of-3 series until 1 wild card team remains in each league. The remaining wild card team will play at the regular season champion in a best-of-7 series where the winner advances to the World Series, also a best-of-7 affair. This allows most owners to remain competitive all season, while granting value and protection to the team that had the best record for the season.
After the first season there will be a draft, where teams will choose which teams’ imports they want. For example, the team with the first pick in a 1914 draft could choose the Boston Red Sox’ imports, and thus get a rookie named Babe Ruth, among other players. There will be a lottery for the first 8 positions in the draft: 6 teams that don’t make the playoffs, and the two playoff teams with the worst records. ***Using the website "fantasydraftlottery.com" I will run a weighted draft order generator.
The team that finishes with the worst record gets 16 balls, 2nd worst 14 balls, then 12, 10, 8, 6, 4, and 2 for 8th place.
This will determine our first 8 draft spots.

This way, tanking to get the worst record does not guarantee you first pick, so play to win: you can make the playoffs and still get first pick.
So, no team is guaranteed to receive the new players that should be on their roster. The Boston Braves could get “Indian Bob” Johnson in 1933, instead of the Philadelphia A’s. This allows all teams to be competitive, it makes the outcomes of seasons in this league different from Major League Baseball, and allows me to keep the NY Yankees and the Atlanta Braves in the League.
WE can also recruit new owners to take expansion teams when the time arrives.
So, details in a nutshell:
Start with 1928 players, resolve dupes, stat change here, if you like, get 1929 players, resolve duplicates, play season. (25 IP, 100 AB initially, 35 IP for stat changing and future imports). It is important to start with 2 seasons’ rosters so that you have enough pitchers. Duplicates resolved by where the player played the most, in terms of IP or AB
ANY ISSUE ABOUT WHICH TEAM A PLAYER BELONGS ON MUST BE RAISED PRIOR TO THE FIRST GAME, OR THE RIGHT TO APPEAL IS WAIVED. Once a player “suits up” for a game, he belongs to that team.
Unpredictable progression.
***Retirement after age 40, except players who played past 40 IRL. Owner MUST inform commissioner before 1st game, and player will be returned to roster.***
Stat change up to 2 players per year.
Trade all you want, except between your teams.
Waiver claims once the season starts.
26/32 rosters, to be expanded each year to reflect the influx of players, but not to exceed 26/40.

11. Playoffs:
16 teams: 2 8-team leagues. 2 regular season champs, who get byes until the LCS. 4 wild cards per league, who play best-of-3 playoffs until one wild card team per league remains to go to the LCS
Rules about playoffs:
A wild card team never hosts a series against a non-wild card team.
If teams tie for a playoff spot:
⇒ If both teams would be “in”, use head to head record as a tiebreaker. Run differential is the 2nd tie-breaker.
⇒ If one is in, the other is out, 1 game playoff (@ head 2 head winner)
In addition to a Cy Young and a MVP Award, there will also be a Manager of the Year Award given to the owner with the best combined record. In the event that some owners own more teams than some other owners, it will be the best combined winning percentage.
MY BASIC EXPECTATIONS OF EACH OWNER:
⇒ Your commitment is season to season. When you join, you will be expected to actively run your team until the end of the season, which is when the regular season ends for non-playoff teams, or when your playoff team is eliminated. If you quit mid-season without my blessing, I will share this information with other commissioners.
⇒ Actively running your team means that you read messages once per day, meet all deadlines, and communicate any difficulties to the commissioner.
⇒ I will provide a minimum of 48 hours between a posting of a deadline, and the deadline. Ignorance of the deadline will not be an excuse for failing to meet the deadline.
⇒ If you will be away, and unable to get your messages, give the commissioner advance notice. Inactivity for ten (10) days, or repeated failure to meet deadlines, may result in your being booted from the league.
⇒ Every owner is expected to field a team (9 pitchers and 11 fielders) every game. Failure to do so, making the sims not run, results in a forfeit.
⇒ Read and be familiar with the rules immediately upon joining: it may affect your desire to be in the league, or your desire to pick a certain team.

General rules:
Each offseason, you can switch a SP to RP, or a RP to a SP, but stamina will remain “as is.”. You can change it back the next offseason if you like, but no changes between first pitch of the season and the last out of the World Series.
During the offseason, you can switch a player’s primary and secondary positions if they played 50% or more games THAT season at their secondary position, or at least 25% of their games for their career at their secondary position.
During an offseason, a player can be switched to the position they played most in their career, regardless of the requirements of General Rule #2.
During the offseason, you can switch a DH to his secondary position, as long as he has a fielding percentage.

Draft lottery: 8 teams are included: the 6 who did not make the playoffs, and the worst two records from playoff teams.

Cut down to roster sizes: Owners will be given a day’s grace (24 hours from first pitch) to fix their rosters; after 24 hours, and after game 2, any team that is over roster limits will be trimmed by me. I can trim them by any process I choose, but I cannot leave you with fewer than 9 pitchers, or 11 position players when I am finished (i.e. I cannot cause a forfeit.)

Elastic Clause: I reserve the right to create new rules as necessary to deal with problems as they arise.
