NUMBER OF TEAMS/RANDOM PROGRESSION
•This is a 12-team league.
•Random Progression will be used. Owners cannot change player stats for the initial group of 2000’s-era players. Stats can be changed for a subset of the players imported after the initial draft. The 1970s-era players may have their stats changed to the current season. The first season will be considered the 1970 season, year two is 1971, etc.
•There are no minimum stat levels for a season change.
•More teams may be added later in a league expansion.
RULES CHANGES
At the end of each season, each owner may offer ONE proposed rule change. If one other owner promotes or co-sponsors the change, the entire league will vote. Each owner should vote only once (even if he manages two teams). If 6 owners approve during the league-wide vote, the rule change is ratified provided the Pennant Chase site will readily support the rule change.
WAIVER WIRE.
There will be no waiver wire.
MAJOR LEAGUE
There must be 26 players on the active major league roster. They must all be under contract when each season begins.
MINOR LEAGUE
Players older than 28 cannot be in the minors at any time. If an MLB player is injured, they are placed on injured reserve (IR)—which will be the minors location of the major league. This is not considered to be in the minor league, however.
In order to call up a player from the minors, contact the commissioner as soon as possible.
BUDGET MAXIMUM
As of the beginning of the 1978 season, we still have a great gap in funds and DIFFERENT measures must be taken to address this issue quickly. For the next three years, the amount of money an owner is allowed to CARRY OVER will decrease annually until it reaches $35 million. At that point, $300 million will be the max starting amount ($265 million plus $35 million).

NON-CONTRACT (NC) PLAYERS
Players in the minors who are not under contract will be tagged as “Non-Contract.” The NC players may be kept in the minors indefinitely until they reach the age of 29. At that point, they will become free agents unless they are given a contract and placed on the active 26-player MLB roster.
NON-CONTRACT players are not allowed to participate in any playoff games under any circumstances. They are not allowed to replace an injured player on the expanded roster during the postseason.
NC players may be signed to a contract at any time until game 120 of the major league season. If they are not signed prior to game 120, they will remain unsigned for the remainder of that season and be ineligible for the expanded major league roster and/or the major league playoffs.
A NC player who participates in a majors game will have his designated changed to “Decision Required” and will become a free agent at the end of the season unless he is subsequently signed to a contract.
FORCED RETIREMENTS
* Players over 42 will retire. They may play during their aged-42 season*.
* Players ages 37-42 will retire if they are not signed by a team by opening day each season.
* Players ages 32-and-above will retire if they are not resigned or signed by another team AND either have a sub-.700 OPS or a WHIP higher than 1.40.
ROOKIE CALL-UP DRAFT
The rookie draft will occur after game 120 of the major league season. The rookie draft will take place at the minor league site. The draft order for the rookie draft will be determined based on four criteria: reverse order of MLB winning percentage at the 120-day mark, reverse order of the CPU estimated MLB team strength at that time, the reverse order of the final AAA regular-season winning percentage, and the reverse order of the CPU estimated AAA team strength at that time.
The draft will be at least 2 rounds long and will have a minimum of 25 players ages 25 and under available to be drafted. The draft will follow a “snake” format. The undrafted players will be placed in the minor league Free Agents pool and can be drafted during the next season’s rookie draft. Just like with players on a minor team roster who reach age 29, minors free agents who turn 29 will not be allowed to remain in the minors. They will be moved to the major league Free Agent pool of players.
Owners are not required to pick in any round. They may request to be skipped. An owner who does not draft a rookie in the first round may still participate in round 2. This will allow an owner to gamble that a rookie he desires is still around for the second round and can be signed for less money (signing bonus plus mandatory rookie salary).
The rookie players made available will be from the 1970 season for the first season, 1971 for the second season, 1972 for the third season, and so on. The commissioner will handpick the best rookies available from that class of prospective rookies.
All age-25 and under players already listed as free agents will also be available. The entire pool of players will be made available to the owners well in advance of the draft.
If an owner drafts a player during either round, he must compensate the rookie, as follows:
First Round—$5 mil signing bonus PLUS the player will automatically be given a rookie contract of $5 mil for the next 3 years. 24 hours per selection.
Second Round—$4 mil signing bonus PLUS the player will automatically be given a rookie contract of $3 mil for the next 3 years. 12 hours per selection.
Subsequent Rounds—$3 mil signing bonus PLUS the player will automatically be given a rookie contract of $2 mil for the next 3 years. 6 hours per selection.
After the time limits for each round:
First, the commissioner will run auto-pick to see if the team on the clock ranked any players. If not, the auto-picked player will be placed back in the draft pool.
Then, the pick will be skipped. Skipped picks may be made later by messaging the commissioner and giving him the name of the desired pick from the remaining players in the draft pool.
Do not draft a player unless you can pay the signing bonus which will be deducted immediately! In order for a rookie to better have a chance to influence the playoff picture, any drafted player can immediately have an additional progression applied for $5 mil. The player’s age will not change in this case.
These players can never go back to being non-contract players even if they remain in the minors for the duration of their initial rookie contracts.
The major league roster will be expanded to 28 players just prior to the rookie draft. For the remainder of the season—including the playoffs—the expanded major league roster will remain at 28.
FOREIGN FREE AGENTS
Two foreign players will be available each year to be bid on prior to the standard free agency. The two players for 1976 are:
C Doralis Dominguez
SS Yolexis Aldana
Their stats are found under the FOREIGN PLAYERS team on the AAA website.
The bidding for these players will be different. There will be open bidding lasting a minimum of 48 hours. In this instance, bidding will continue until 9 pm EST on Wednesday.
Bids will be total dollar amounts. The winning bidder will then designate how much of the bid is paid up front as a signing bonus and how much is paid in yearly salaries.
For example:
The winning bid for SS Yolexis Aldana is $125 million. Following are two (of a nearly infinite number) of possible ways to structure the deal.
#1–$25 million up front and $20 million yearly for 5 years.
#2–$65 million up front and $10 million yearly for 6 years.
It is suggested that owners not resign any more players until after the Foreign Player bidding unless the owner has no interest in either player.
EXPANDED ROSTER
As explained above in the ROOKIE CALL-UP DRAFT section, the major league roster will be expanded to 28 players on day 120–the time of the rookie draft—and will remain at this expanded level throughout the remainder of the season, including the postseason.
Once the post-season begins only the players on the expanded 28-player majors roster are allowed to participate in the playoffs. However, a minor league player who is under contract may replace an injured player if desired.
Non-contract players may not be part of the expanded playoff roster even in the case of injuries. In other words, players with this tag are ineligible for postseason competition.
FACE-of-the-FRANCHISE (FOF)
Each owner must name his FOF prior to opening day of the inaugural season. Each owner may rename his Franchise Player by messaging the commissioner. Keep it clean! You can even use your own name so that you can personally play in the league.
Even if you choose not to rename the player, one player must be designated as the Face of the Franchise. This player may play any position.
Chose wisely which player you choose because there are team salary bonuses attached to their performance, as follows:
* MVP or Cy Young—$10 mil added to budget for next season.*
* All-Star—$5 mil added to budget for next season.*
* Fireman of the Year—$10 mil added to budget for next season.**
* Rookie of the Year—$5 mil added to budget for next season.***
*As picked by the CPU:
NOTE: Cy Young winner will be the highest-ranked STARTER in the Cy Young top-10 listing.
**The winner(s) will be the closer(s) with the highest Saves—Blown Saves differential.
***ROY candidates must have at least:
* Pitchers—10 (wins + saves) AND a sub-4.00 ERA
* Positional Players—120 (runs + RBIs) AND an OPS over .700.
NOTE: the commissioner will chose the winner of ROY. If 6 owners agree, the selection will stand. If not, another player will be nominated and voted upon. After the third unsuccessful try, the ROY will be the first player nominated.
Franchise players who lead the league in any/all of the following categories—including ties—will increase the upcoming season’s budget by $5 mil for each category led:
* Runs, HR, RBI, Batting Avg., and Stolen Bases for positional players.
* Wins, ERA, Strikeouts and Saves for pitchers.
Franchise players will also earn $5 mil for their team’s upcoming budget if they finish the season as the league leader in the following defensive categories at their position:
* Hits Robbed (D)
* Fielding Percentage*
*The FOF must be an everyday player at the defensive position to qualify.
Any Franchise Player winning the batting (HR, RBI, Avg.) or pitching (W, ERA, SOs) triple crown will earn an ADDITIONAL $10 mil for the next season’s budget.
The Franchise Player will remain the same until he is released or unsigned. Then, he will lose his Franchise tag. At that point, another “Face-of-the-Franchise” player must be named.
When a new owner takes over the helm of a team, he may change the Franchise Player designee during the next off-season. He does not have to release the old Franchise Player—selected by the prior owner—in order to choose a new Franchise Player. Each FOF may be boosted once each year as outlined in the next rule.
FOF YEARLY BOOSTS
Each Face-of-the-Franchise player may receive ONE of the following boosts each year after progressions have run. The same boost cannot be used in consecutive years nor can a boost be used more than 3 times until all other boosts have been utilized 3 times OR maxed out. The exceptions are the Personal Trainer Boost and the Versatility Boost; these can be used in any order.

The following guidelines will be used with FOF boosts. Other players in the league—and FOF players by progression—might naturally exceed these limits . . . which is permissible (except in the case of Fire Points).

FIRE MAX
The CAP for Fire is 30 points. Any player whose Fire exceeds 30 points will be adjusted down to 30 during the Off-Season. Fire bonus points will not be awarded for players who are already at the FIRE max. FOF pitchers—SP or RP—choosing the Peak Performance boost are capped at 30 Fire points. The other part of the Peak Performance Boost will be applied.
ROOKIES
Every player who enters a season with 250 or fewer at bats OR 50 or fewer innings pitched will have the rookie tag provided the player is 25 years old or younger. These players—along with the rookies entering the league in the late-season draft—are the only players eligible for Rookie-of-the-Year (ROY).
Players called up from the minors are only eligible for ROY if they are 25 or younger and meet the rest of the above criteria.
TRADES
Each team will be limited to 5 trades. The trade deadline is day 130. If one of the owners not involved in the trade expresses a concern about the fairness of the trade, there will be a league-wide vote. If 6 of the remaining 8 owners vote against the trade, it will be cancelled. The concerned owner must use the Report Unfair Trade feature on the league homepage to make the commissioner aware of the potentially unbalanced trade.
Trades may contain a combination of players, rookie call-up draft picks, and cash. A maximum of 3 players per team per trade. Traded draft picks can only be for the next two seasons. Any trades involving cash and/or picks must be communicated to the commissioner by both owners participating in the trade. All money as part of transactions must be paid up front and cannot be deferred.
The new owner assumes the contracts of players who are acquired via trade.
Trading will be turned back on just before Free Agency Bidding.
PLAYER POTENTIAL
The only players eligible to have an increase in player potential are the league all-stars (with one exception listed below). All-Stars can be increased ONE level for $10 mil. This will be done at the all-star break after the all-stars have been named.
The player-potential steps are F/U—C/A—S. Notice that F (flat) and U (unpredictable) are treated the same and the C (classic) and A (all-star) are treated the same. There are, in essence, only 3 potential levels. S=superstar.
Exception: each off-season—before progressions are run—each owner can improve the potential level of ONE additional player ONE level for $20 mil. This can be a minor league player.
PLAYER PROGRESSION
Players will progress until age 30 and will begin regressing at age 33.
PITCHER CONVERSIONS
During the off-season and after progressions, any pitcher ages 33 and older can be converted from SP to RP or vice versa. The cost of doing so is a loss of 3 Fire points for that player.
•To convert from SP to RP the player’s stats will be halved until his IP is 40 or below. His stamina will be set at 30.
•To convert from RP to SP the player’s stats will be doubled until his IP is 100 or above. His stamina will be set at 75.
CONTRACTS
Each owner will have a $265 mil annual budget. IT IS STRONGLY SUGGESTED THAT FUNDS NOT ALL BE SPENT ON CONTRACTS! At the bottom of the rules is a Quick Guide showing all the way funds can be used. Make sure money is saved to allow for these transactions, if desired.
A player can be resigned just once for up to 6 years. One exception, the franchise player can continue to sign contracts beyond the first two contracts IF the first two contracts total 10 years or more.
Also, players acquired through the annual Rookie Call-Up Draft are given mandatory 3-year contracts which does not count against the 2-contract limit for non-FOF players.
Players under contract cannot be dropped. However, a player’s contract may be “bought out” for half of the remaining value of the entire contract (rounding down).
For example, John Smith has four years left on his contract at $15 per season. This equals $60 total. The buyout is $30. All of the money must be paid in one lump sum at the moment the buyout occurs. If the owner does not have the needed funds, the buyout cannot take place.
There is a penalty for poor budget management—a team that has fewer than 26 total players under contract at the beginning of a season. The owner may not participate in any of the rounds of the rookie draft on day 120 of that season.
Note: Players in the final year of their contract may be released without penalty after the final year of the contract has been paid.
DROPS
Players under contract cannot be dropped without their contract being “bought out” first. Players in the final year of their contract may be released without penalty after the final year of the contract has been paid.
ALL-STARS
The CPU will select the all-stars at day 85. All all-stars will receive a 1-point On-Fire boost immediately. All players will be given 4 days of rest for the all-star break. The CPU-selected all-stars will be eligible for a one-level player-potential increase for $10 mil. This must be done immediately or the opportunity is lost.
As approved by league vote, any strictly UT player who is in the top-10 of MVP rankings at the all-star break will be added to the all-star team.
PLAYOFFS
Six of the 12 teams will make the playoffs. There will be four wild card teams. There will be one day off before the first round—the “play-in” series. The wild card team with the best record will play a 3-game series with the 4th-ranked wild card team with the higher-ranked team hosting all three games. The 2nd-ranked wild card team will host the third-ranked team. There will be a one-day break after the wild-card, play-in series.
In round two, the two bye teams will have home-field advantage, using the 2-3-2 format. The team with the best regular-season record will play the 4-5 matchup winner. There will be a one-day break after games 2 and 5. There will be a one-day break after both division series have concluded.
The third round will pit the two remaining teams against each other in the World Series using the format of 2-3-2. The team with the best regular season record will have home field advantage. There will be a one-day break after games 2 and 5.
Ties for seeding will be broken as follows:
*For the regular-season #1 seed, there will be a 1-game playoff before the wildcard series begins. In the playoff game, the head-to-head winner will host. The wildcard round will begin the very next day.

Advancing teams will always receive one “travel day” off before beginning their next series. The days of rest needed for starting pitchers will be reduced from 4 to 3 for the postseason.
Monetary awards will be given to the six playoff teams as follows:
* World Series Champion—$10 mil
* World Series Runnerup—$7 mil
* Second-Round Losers—$5 mil
* First-Round Losers—$2 mil
MONTHLY AWARDS
At the conclusion of each 25-game segment, a Pitcher-of-the-Month (PitM) and a Player-of-the-Month (PlaM) will be named. The winners will have their On-Fire rating increased by 1 point. The maximum On-Fire rating for positional players or pitchers is 30.
The following protocol will be used to determine the PitM and PlaM.
•PlaM
At the conclusion of every 5 games, the number one ranked player in Who’s Hot will be the player-of-the-week. At the conclusion of each 25-game segment, the five players-of-the-week will be eligible for PlaM. If a player wins multiple weekly awards for that segment, he will be named PlaM. If not, the player with the most runs created (Runs + RBIs - HR) will be the PlaM recipient. The lowest-ranked player (using offensive ranks only) from this group will win the tiebreaker. The winner will receive a 1-point increase in the On-Fire category. The second tiebreaker will be current On-Fire rating; the lowest will be the winner.
•PitM
This will be done differently; there will be no pitchers-of-the-week (since the CPU doesn’t calculate Who’s Hot for pitchers). Instead, at the end of each 25-game segment, two players will be identified. First, the starting pitcher with the most net wins (wins—losses); secondly, the RP with the most net saves plus wins (wins + saves—blown saves) for that segment will be identified . . . ties included.
If the Identified SP is 4-0 or 5-0 with a sub-4.00 ERA, he will be the winner (ties will be broken by ERA during the month) OR if the identified RP has 8 or more saves without a blown save or a loss, he will be the winner; once again, his ERA must be sub-4.00 to qualify. If both a SP and a RP meet the above criteria, the tie will be broken as follows:
The lowest-ranked of the two identified pitchers will be the PitM and will receive the 1-point increase in the On-Fire category. The second tiebreaker will be current On-Fire rating. The lowest will be the winner. This same criteria will be used to break the tie if neither the identified SP nor the identified RP meet the “automatic” criteria.
NOTE: No RP with an ERA over 4.00 for the month will be considered for PitM.
INJURY PROTECTION
An individual player can only be injured for 8 games or more one time. Afterwards, an injury of 8 games or more will be halved in each instance. It is the responsibility of the team owner to alert the commissioner that a reduction is in order.
TEAM EDITING
Ballpark Dimensions are not changeable at any time after opening day of season one. This includes when a change in ownership takes place. The team must then be built around the park and not vice-versa unless a new stadium is built. This will cost your franchise $20 mil.
Team names and logos can also be changed if done before the first season begins. Please keep with the theme of East and West when selecting new team locations.
SIMS SCHEDULE
SIMS will be about every 3 hours—5 times daily—beginning at about 9 am EST. This includes playoff games. Only the commissioner will run SIMS for this reason—after every 5th game, a player-of-the-week is selected as is explained elsewhere. It is vitally important for the commissioner not to miss naming a player-of-the-week.
OFF-SEASON FREE AGENCY BIDDING
All players at the majors level must be under contract even if it is just $1mil for 1 year. Due to the sizable but limited team budget, owners will have to make tough decisions to allow some good, higher-priced veterans to walk. But, each owner will have the opportunity to resign these released players in free agency. In fact, each owner is guaranteed the right to resign his favorite two players as discussed below!
You do not have to have 26 MLB players under contract PRIOR to the off-season free agent (FA) bidding. You DO have to come out of that process with 26, signed MLB players. Many free agents will be acquired/signed for far less than their current asking prices in the FA bidding.
First round of free agency:
Each owner gets to start the bidding on TWO of the players that he released that he wishes to have back on his team. So, there will be up to 24 players being bid on in this round. At the end of the deadline, their former team can sign the player for $1 mil more yearly than the highest bid. For example, if the highest bid was $5 mil for 3 years, the former owner can sign him for $6 mil for 3 years. NOTE: the former team has the right of first refusal to resign a player for an additional $1 mil at the end of the bidding ONLY for the first round.
Free Agency Bidding will continue as follows:
There will be 2 additional rounds of bidding on the remaining free agents. In each of the 2nd and 3rd rounds, owners may blind bid on up to 10 players. The maximum contract length is 6 years. Bids should be submitted in this format:
Bob Smith (OF)—6 x $20 = $120
FAs will then be assigned as follows. The commissioner will look for the highest total bid. For example, the bid above is $120. If the bidding owner has adequate funds, he will be given the player. If not, the commissioner will skip to the next highest bid, and so forth, until all bids have been considered. Therefore, there is no penalty for not having the available funds to sign a player who was bid upon.
The commissioner will also reject a winning bid if it would will result in a team not having adequate funds remaining to have at least 26 players under contract at the majors level.
Final 3 rounds of free agency:
3-2-1 phase. Free agency will be turned on. Owners can pick up players on a first-come basis. In the first of these 3 rounds, every player picked up will be assigned a $3 mil salary for 3 years. In the second of these 3 rounds, the salary will be $2 mil for 2 years. In the final round, the salary will be $1 mil for one year.
CONTINUED MINORS STATUS
Once a player has 15 IP for RP, 50 IP for SP, or 150 AB at the MLB level during a single regular season, he loses his minors eligibility. This is so an owner cannot temporarily send down one or more stud sub 29-year/olds to influence the minors season.
LEAGUE EXPANSION
Expansion will never take place if any teams are without owners. If the league votes to expand, two teams will be added in each instance. New divisions will be created as needed to avoid having more than 6 teams in any division.
In order to help make the new teams competitive, the following steps will be followed to build their rosters:
The two new teams will take part in their own draft after the Progressions/Retirements on the league timeline. This will be a 20-round, snake-type draft.
Then, the free agent bidding will be reduced to one round for that off-season. One time only, the expansion teams will receive $300 mil instead of the normal $265 mil.
