The highlighted things in the google document are the most important, and you can skip a lot of the other things here at first. THE DOCUMENT WILL BE USED ANY TIME THAT THE RULES HERE AND THE RULE DOCUMENT DO NOT MATCH UP (but they should always match). Feel free to make any suggestions for rule changes.

Progression
- Progression to age 27. Regression starts at age 31.
- Unpredictable (U) for all players.
- Stats can be changed to current season during the offseason using upgrades (see below).
- Retirement: Age 40, including rostered players (no matter how long they played in real life)
- Free agents age 30 and above with less than 1 win share will retire

League Setup
Two conferences: East and West
No Changing team names without approval from commissioner
Initially 12 teams with the possibility of expanding over time if there are enough owners.
The regular season will be 82 games, initially playing every 6 hours.
No training.

Initially 3 teams in playoffs each conference (bye for top seeds)
Best of 5 series

Rosters
You must set a valid lineup and have at least 12 players rostered at all times.

The max roster size for year 0 is 15. This will increase by 1 each year until it reaches 18.

Upgrades:
You can upgrade the players using the following. You get 3 upgrades per year and can use the same upgrade multiple times. No player can be part of multiple upgrades. If you do not choose by the deadline, the commissioner will choose for you and may not pick the best options.

Option 1 Real Life Stats: Change any number of players’ stats to his real stats at his current age (Minimum of 500 real life minutes and 41 real life games)/*
Option 2 Durability: Have a player’s stats scaled to 82 games. This will not change per36 stats, but it will eliminate injury risk and increase win shares (if they were positive to begin with). Minimum of 41 games played initially.
Option 3 Offensive Upgrade: You get two of the bonuses shown in the table below for a single player plus a boost to offensive win shares. The upgrade makes a bigger change for worse players. This is only available for players with at least 50 games and 1000 minutes played and below 12 win shares.
Option 4 Defensive upgrade: You get two of the bonuses shown in the table below for a single player plus a boost to defensive win shares. The upgrade makes a bigger change for worse players. This is only available for players with at least 50 games and 1000 minutes played and below 12 win shares and below 6 defensive win shares.
Option 5 Endurance: Increase minutes and all stats (including win shares) by a given percent. Minimum of 60 games played. Will not affect per minute stats.
Players with over 12 win shares or over 36 minutes/game are not eligible.
Players with <12 win shares and under 36 minutes/game: +5%
Players with <9 win shares and under 32 minutes/game: +10%
Players with <7 win shares and under 28 minutes/game: +20%
Players with <5 win shares and under 26 minutes/game: +25%
Players with < 4 win shares and under 24 minutes/game: +33.3%

* Players from before turnovers were tracked will have turnovers set to the following (rounded up):

* Players from before blocks/steals were tracked will have those set to the following (rounded down). There probably will not be any of these players:
PG: 0.33*minutes steals and 0.005*minutes blocks
SG 0.28*minutes steals and 0.01*minutes blocks
SF 0.22*minutes steals and 0.018*minutes blocks
PF 0.17*minutes steals and 0.023*minutes blocks
C 0.12*minutes steals and 0.028*minutes blocks

You do not need to calculate the new stats. You can just send the commissioner a message saying what upgrades you chose and for which players.

Some rookies will have real life rookie stats, others may be adjusted (usually by scaling the minutes). Real life high draft picks are more likely to have their stats buffed if they were a “bust”.
As of now, draft picks may not be traded, but drafted players can be traded immediately after the draft. The draft will be a two round supplemental draft with a break in between rounds to rerank players. All free agents are available for the draft.

Weak draft classes might be supplemented with players from before 1980. Or draft classes might be partially combined if the league expands.

The draft order will be generated randomly in two year cycles for all teams that did not win a championship in the previous two years. The first year will be random, and then the 2nd year will be the reverse order of the first year. Championship teams those years will automatically pick last and 2nd to last for the two year cycle following their championship. This should make it more difficult to have an unbeatable dynasty and make the league more competitive. It should also discourage tanking since losing does not improve your draft position at all.

Franchise Player draft
The initial teams are using the rosters of some of the worst teams in NBA history. To make them better, there will be a one round draft to pick a “franchise player” to build your team around. This will occur before the supplemental draft and waivers before the first season.

There will be a list of possible franchise players based on the top players since 1980. You are required to draft a player from the given list for this draft, otherwise your pick will be reversed. Any players from the list not picked will be deleted so that no team can get two of those players, but even the last team to pick has options to pick from.

Trades
Trades are allowed at most points during the year. The commissioner has the right to reverse any trade that is clearly unfair. This would most likely be used if new owners get ripped off because they don’t understand how progressions/upgrades work in this league. All owners may give input if they think a trade is unbalanced (or fair).

The purpose of this would be to ensure balance of the league and try to prevent owners from completely ruining a team or destroying the balance of the league, not to prevent owners from making bad but reasonable trades. Hopefully this would never be used or be used very rarely.
