Yes you can. As commissioner you have the ability to set minimums for SP, RP and AB for hitters.

When you import players you can select the minimums for the player pool. Then in your league rules state what the league minimums are. Especially if you allow stat changing. Changing a players season used. Then you have to police the teams rosters if you allow stat change to make sure no one changes to an "illegal" season.
The auto leagues automatically don't allow a team to draft a player or change him to under the set minimums.

Yes. first when you import the players for your player pool. Then in change league settings tab you can turn off stat change.

What does everyone suggest for min's for SP, RP and AB
i was thinkiing a min of 100 ip for sp
300 ab for hitters
maybe 40 ip for rp

I believe the autoleagues I've been in have minimums of:
SP - 100 IP
RP - 30 IP
Hitters - 250AB
Given those numbers, I think your ranges would be reasonable. If you are the commissioner I'd imagine some of the fun is getting to decide if you want to tweak those and have them be more flexible or more rigid!
