I think I figured it out. Looks like commissioners can technically boot themselves - I can only imagine he's finishing a season and then booting everyone. I think he took over a lot of dead leagues to finish them off but not intended to keep them going.

Anyway, I'm fixing that loophole, because I really need to be aware when commissioners are bailing.

He did send out a message that he was cutting back on how many leagues he is commissioning. Many were going to dissolve. If it's the commissioner I am thinking of.

Yes Old Bobcat is cutting back and concluding quite a few leagues although I dont know the exact method he is using to conclude them and close them out.
