League rules adapted from MLB: Turn of the Century

Rule 1. Any public or private disrespect to any player in the league as determined by the commish will result in immediate removal from the league. If you have a concern there are ways to ask a question without being rude.

League Rules (subject to change)
Above all, the commissioner will do what he feels is best to maintain the organization and direction of the league.

TEAM MANAGEMENT

Team Budget and Salary Cap

Owners will start with an equal salary cap of $75. Teams are allowed a 40-man roster, with a max of 25 in the majors and 15 in the minors. Teams are allowed to have a maximum of 40 players signed to contracts on their roster. Failure to maintain the proper roster or budget amount will result in loss of draft pick(s) or cap space as determined by the commissioner.

Note that cap room may also be increased by completing Team Goals (see below). The following goals will be based on your end of season overall standings.
---> Awarded $1 - team finished with 1-5 wins more than previous season
---> Awarded $3 - team finished with 6-15 wins more than previous season
---> Awarded $5 - team finished 16 or more wins better than previous season
If your team moves down in wins, budget will not change.

If a team exceeds budget during a season and remains over budget for 5 real days, they will forfeit their draft pick(s) for the upcoming season. If a team does not have any draft picks available to forfeit, the team will lose $20 in cap budget. Teams will also not be allowed to complete trades that further increase team salary at any point while over budget. They can complete trades that decrease their team budget. Trades will be subject to commissioner/league approval.



Player Stats and Progressions

Players will start with mostly 1966 stats. A few players from 1965 have been added to fill in roster spots.

Player progressions will take place following every season. All players will receive classic progression. This is meant to replicate real life progression where young players slowly improve until age 28, then there peak years occur to age 32. After that they slowly decline at around the same rate that they progressed. Select players will retire each off-season. Player retirements will occur after age 40, unless player is particularly good. Any player that is signed to a contract and retires will not cost the team he was signed to any budget room.


Player Position Changes

Teams are allowed unlimited position changes in the off-season. However, the owner must make a logical request with solid reasoning in the opinion of the commissioner for wanting to change the players primary position. If the change is approved, the commissioner will adjust the stats as he sees fit. The commissioner reserves the right to deny any position change request (some positions change requests may be illogical)
You can change a player?s secondary position to DH, but can have no more than 2 DH?s on Your big league roster (honor system please)

Position changes for rookies may happen with 1 real week after the draft. These changes may impact Dwar significantly.

Starting pitchers ?> relief pitchers will experience a requisite stat changes. The overall player rating will remain approximately the same, and will not exceed +\- 3 rating points


Contracts

All players have been given their real life contract amounts in 1966 or as decided by the commissioner. Please note that we will be using the PC feature that gives players an extra year of a contract. For example, if a player is signed to a $30/4 year deal, this means that you will have him on your team for this season and four seasons after that. All rookie contracts will be signed by the team that drafts them via the "Manage Contracts" section. These contracts can be for a minimum of 1 year and a max of 10, with salary determined by the CPU. If a team does not have enough budget space to sign the player by the end of the season, then that player will enter the free agency auction draft in the offseason.


Free Agency & Roster Moves


Free Agent Contracts

Following the season, players that had expiring contracts will become free agents. Free agent bidding will occur after this. All bids will be sent to the commissioner as a blind bid. Teams will have roughly 48 h to submit bids. In Free Agency, teams cannot back out of bids once they are submitted. If a team wins a player in free agency, they cannot back out of the deal, even if the deal causes the team to exceed it's budget. The minimum FA contract is $1/0yr. This is the format that should be used to submit bids: player name - $/yr. The max contract length is 10 years, but there is no limit on the total contract dollar amount as long as the team is able to maintain the minimum amount of players on their roster and remain under their assigned budget.

The if an owner outbids other owners by 25$ of the course of the entire contract that owner will won the player, otherwise there will be a 2nd round.

The second round will be a blind bid. The highest annual value of the contract will win the player. If there is a literal tie (same exact years and dollar) a rebid will happen until a winner is decided.



All players on your roster must be signed to a contract before the end of the season if you want to keep him for next year. Rookies must be signed by the end of the season. At the completion of the in-season (except 2 to be considered expiring contracts) free agency, remaining players can be selected through a supplemental draft. If you do not rank any players, you will not receive any players. The order will be determined by worst-to-best record.

Draft

Following day 45, a two round live rookie draft will take place. The player pool is created by the commissioner. Draft order will be based on the previous seasons standings, from worst to first. For the first draft, order was determined based on real life MLB standings from the year before. All rookies need to be signed by owners before progressions are ran if the owner would like to keep the player. Any undrafted players will become free agents able to sign with any team. Any teams perceived by the commissioner to be intentionally losing will be docked a 1st round pick or cap space as determined by the commissioner. Repeated violations will lead to removal from the league.

Trades involving draft picks : Only draft picks in the upcoming draft can be traded, until sims are paused for the current draft , during that time picks in the next seasons draft can be traded.



Rosters
Teams will have a max of 25 MLB and 15 MiLB players. Each team must keep a minimum of 11 hitters and 9 pitchers in MLB. We will use 4-man rotations until 1980 where we will switch to 5-man rotations.

Trading

Players may be traded anytime during the season up to day 120 making sure team and budget limits are followed. If cash or draft picks are involved in a deal, each team involved in the trade must message the owner with trade details. The commissioner reserves the right to refuse to allow any trade that is deemed to have a negative impact on the team or league. If such a trade occurs, the commissioner will contact the trade committee. The committee will consist of 6 owners plus the commissioner. The trade outcome will be determined by a simple majority vote. The trade deadline will be day 120 of the regular season.

If a player is traded to a new team that has an expiring contract, the new owner will have the option to sign that player to a new contract with a maximum of 5 years. The contract value is decided based on position and rank.
- every 10 rank points up to 79 are valued at 1$, after 79 the cost increase $1 for every 5 rank points
- SPs have a base cost of 4 million, SS and catchers 2$, 2nd & 3rd & OF & 1st are 1$, and RPs are 0
- you add the above figure for rank and for position to determine total salary value
- however if the player?s previous contract higher than the above equation, that previous annual value will be the new assessed salary.

If the owner accepts the contract they can then sign the player, if not the player will play out the existing contract and then return to free agency.

Committee

These owners will comprise the trade and contract committee: todorojo,Ndekar, GuruNick, CardsSS. The commissioner will act as the tiebreaker.

Waiver Trades

After Day 120, waiver trades can still occur. To complete a waiver trade, a player must first be placed on waivers. To place any players on waivers, message the commish. They will remain there for two real days. This process is similar to designating a player for assignment (see below), in that players can be claimed by opposing teams. If multiple teams claim a player, the team with the lower win percentage gets the claim. If claimed, the team that placed him on waivers can either pull him back to their team, try to trade him to the team that claimed him, or let him go to that team. Teams will have 24 hours after the claim is awarded to work out a deal, and once 24 hours is up the player will automatically be moved to the claiming team (unless the player's original team pulls him back). Players can only be traded for other players that have cleared waivers. You can place as many players on waivers as you want if you want to give yourself more flexibility to make a trade. Trading closes after the regular season ends.


Designating for Assignment

The DFA process allows owners to cut players who are signed to contracts. To DFA a player on your roster, you must message the commissioner. You then have 2 real days where the player can be claimed by another team or you can trade the player from your team. If a trade or claim does not occur, the owner must either decide to release the player or reassign him to the major league roster. If released, the player's full contract will be deducted from the team's cap. For example, a player with a $5/2 yr deal that gets DFA'd then released will result in a $10 deduction from the team's budget over the contract period. Any player DFA?d on an expiring contract will cost the owner half of the player?s remaining contract against their current year cap space. Any trades involving a DFA player should refer to the rules on Trading above. When a player is DFA'd, a 48 hour window will be initiated where teams can claim the player for their team. When a player is claimed, the player is moved to the claiming team's roster and they assume the contract at it's total current value and years. The player will be moved to a Waivers Holding team for the duration of the DFA process.
Waiver claim order will be in reverse standings at the time of the DFA. So, the last place team gets first dibs on any player if they choose to claim them. After the 48 hour window, the team with highest waiver priority to submit a claim will be awarded the player. You can only claim a player on waivers if your team is under budget and you have enough roster space to accept the player. Be sure to check the homepage throughout the season to see any updates on players who were DFA'd or placed on waivers.

If no team claims the player, you have the option of either eating the entire $ amount of the contract (years x annual salary) getting paid out in the current season (you must have the cap space)

Or

You can choose to pay half the players salary (rounding the the nearest dollar in favor of the team) but that amount comes off of your salary for the remainder of the length of the contract .

Example: Bob Gibson 13$/ 5 years - if cut, you?d have to pay 6$/5 years, the player becomes a free agent . There is no limit on how many player a team can have as ?cut? , however they count as a roster spot .

Regular Season Sims

There will be 9 games simmed per day: 3 games in the morning, 3 games in the afternoon, and 3 games in the evening. The commissioner reserves the right to increase or decrease the number of games simmed each day if necessary.


PLAYOFFS


Playoffs will include the top 4 teams in each league with top 2 teams in each division playing in the first round. Tie-breaker for team seeding is 'run differential.' The team with the better +/- will receive the higher seed. Teams tied for a final playoff spot will play a one-game playoff preceding the official playoffs.


2 DAYS OFF FOLLOWING CONCLUSION OF REGULAR SEASON
FIRST ROUND: 5-game series, 2 games in the morning, 2 in the afternoon. One day off and then game 5 as needed.

One day off and then -
LEAGUE CHAMPIONSHIP: 5-game series, 2 games in the morning, 2 in the afternoon. One day off and then game 5 as needed.

One day off and then -
WORLD SERIES: 7-game series (2-3-2 Series). One day off before game 7 as needed.

Team with better record gets home field advantage


PLAYER AWARDS


All-Stars will be selected by CPU. No all star game will be played, but two days off will be granted. MVP, Cy Young, Rookie of the Year, and Reliever of the Year winners will be voted on at the conclusion of the postseason. Owners will receive $1 additional to their cap space for each award and all-star. This budget change will be permanent.

GRANTED DAYS OFF

In order to change pitching matchups throughout the season, each team will be granted two days off at some point in the season. The date will be announced via the message board.
