Expectations

Hi my name is Trisha and as many know i always wanted to run a league. I have changed the rules a little and made this league a little easier to understand and lets face it much easier to Run. I hope everyone can have fun and enjoy some of the features we have here. if at any point you wish to leave the league or have questions, please just send me a message.

Luxury Tax
a.)You may go over the budget, however it will cost you,
-20% the first year
-30% the second year over in a row
-50% the third year over in a row
-75% the fourth year over in a row
-100% the fifth year over in a row
-150% the sixth year over in a row
-200% the seventh year in a row
-250% the eighth year in a row
-300% the ninth year in a row
Add 50% for every additional year over.


b.) In addition, if you are between 20-40 million, an additional 12.5%
Over 40 million, a 42.5%
The second year over 40 million, a 45% tax.
The third year over 40 Million, a 75% tax
The fourth year over 40 million a 100% tax
The fifth year over 40 million a 150% tax
The sixth year over 40 million a 200% tax
The seventh year over 40 million a 250% tax
The eighth year over 40 million a 300% tax
Add 50% for every additional year over.


c.)These taxes will be applied to your cap following the year that you were over.
Ex. The 2016 Dodgers had a payroll of $200. This is $5 over the cap. Which means they are taxed 20% of this, or $1. Thus in 2017, the Dodgers cap will be $194.
d.) Luxury Tax Transgressions?Cap numbers will be recorded approximately every other day. This will be averaged at the end of the season to come up with each team?s actual luxury tax number.
e.) Once a team violates the luxury tax for 6 years in a row, they will not be allowed to sign any FA to a contract with an average yearly evaluation of more than $5. Additionally, the team will lose all draft picks for the following two drafts.
f.) Once a team violates the luxury tax for 7 years in a row, they will not be allowed to sign any FA to a contract with an average yearly evaluation of more than $3. Additionally, the team will lose all their draft picks for the following 3 drafts, following the one they have already lost. (Thus the team will not be able to draft anyone for the next 4 seasons)
g.) Once a team violates the luxury tax for 8 years in a row, they will not be able to sign any FA to a contract with an average yearly evaluation of more than $1. Additionally, the team will lose all their draft picks for the following 4 drafts, following the three they have already lost (Thus a team will not be able to draft anyone for the next 7 years).
h.) Once a team violates the luxury tax for 9 years in a row, the team will only be allowed to sign FA's to $1/1yr contracts. Additionally, they will lose their draft picks for another 3 years. This penalty will be continued, (losing of 3 drafts, until the team comes under the salary cap)

Rookie Draft

The first 15 picks of the 1st round will be given a $5/2yr deal
the remaining 1st round draft picks will be given a $4/2yr deal
The first 15 picks of the 2nd round will be given a $2/2yr deal
The remaining 2nd round draft picks will be given a $1/2yr deal
all 3rd round picks will be given a $1/1 yr deal.

Free Agency
Free Agency is open. Submit your bids, using a league wide message. After a bid is submitted it is live for 24 hours. If no one beats the bid within the 24 hours, the bid expires and the winning team gets that player. All bids are final. No Bid can expire for the first 72 hours of FA.

Maximum length is 8 years, minimum length is 1 year, no expiring year bids are allowed. Bids whose average value is over $20 per year are assigned a no trade clause.
a.)No Trade Clause- Players cannot be traded, unless the trade is approved by the Trade Committee, must be approved 5:0. You may however, buyout a no trade clause contract by paying a permanent -$5 penalty.
b.) Qualifying Offer- The Player will come into the free agency market with a $15/1yr contract offer from the team giving the QO. The team that lost the player receiving the QO will have their compensation pick come at the end of the 2nd round. AKA Picks 61+.

Waivers
a.) Pre Trade Deadline- Players placed on waivers may be claimed using reverse order of the previous year?s standings. Once a player is claimed, they are assigned to their new team. These are irrevocable waivers
b.) Post Trade Deadline- A player may be placed on waivers. Teams may submit claims for the player, using the current year?s reverse standings. If no claim was submitted, than the player passes waivers and may be traded to any team, but only for draft picks, or other players who have passed through waivers post deadline. Once claimed there are three options, the original owner of the team can rescind the claim, keeping the player, waive the player, allowing the player to go to the claiming team, or negotiate a trade within 2 days of the claim. These waivers are revocable waivers.
c.) Once you claim a player, you move to the back of the waiver priority.

Progressions
Players will increase until their age 28 season.
Players will decrease starting at 32.


Trades
Up to 5 members may be part of the trade committee. If 3 out of 5 owners deem it completely unfair, then the trade is overridden.
Trade Committee will be voted on, unless there are not enough owners to be voted on.
Owners, who are involved in a trade will not be included on the vote.
If a trade is overturned, the teams do not get their trade back. If an owner starts to have multiple trades overturned, penalties may be assessed. Overall, try to be fairish with your trades. My goal is not to overturn trades where 4/10 owners would do, but Im trying to avoid trades that leave a team devastated or that 9/10 owners would not do.

Before the regular season, a maximum of 10 trades may be conducted. After the regular season starts, the trade limit will go up to 20. A few days before the trade deadline, I will increase the amount of trades to 25.
This means that you have to be careful when trading, as it is relatively limited. Also this will hopefully create a "trading environment" around the trade deadline, as everyone's trade limit goes up by 5.

Cash may be traded but the limit is $5 per trade.

Amendment: I will give owners involved in the trade in question, time to respond, and argue why they should not have their trade invalidated. Once a trade is overturned, players who were traded may not be traded again within 2 days. Again, beware, that if a trade is overturned and you have already made trades based on players you received in the overturned trade I will have to overturn all other trades.
Overall, I do not see this as a problem, as trades are limited, and hopefully owners will learn to really try and not make unfair trades.
In addition, trades are supposed to mimic real life, and thus, I am not going to impose a hard limit on the amount of players that can be involved in a trade, but I will just leave it up to my discretion. I do not want trades that involved teams flipping half their roster, etc. Trades usually only involve a few guys, I'm thinking 4/5 for a team is starting to push it.

A change, so that all review requests during the season must be submitted within 48 hours of the trade occurring or two sims (each sim consisting of usually 6-8 days) . Offseason trades will be less strict, as games are not being played.
In addition, all teams involved in a trade that is reversed will be assessed a $10 fine. (Some exceptions may occur, for example the first Rich Hill trade would probably be an exception, as it was a newbie who simply undervalued Hill.)

Contracts
Instead of having the final "free" year on contracts, the player will be released into the FA pool.

Buyouts
A player?s contract may be bought out. No Trade Clauses may not be bought out. 75% of the contract?s remaining value will be deducted from the team?s salary cap, rounded up. As much of this penalty will be applied to the current year. Cap will be returned after the starting of the next regular season. Or one year from the original cut date, which ever is further.

Prospects
ALL TEAMS RECEIVE ! PROSPECT PER YEAR
Prospect Rights may be traded.

Temporary Rules
There are currently no temporary rules

Lineup/Rotations
Must be set before the first game of the regular season. anyone who fails to do so will be given an immediate strike.

Demerits
A demerit system will be used. After 3 demerits owners will be booted.
Demerits may be assessed for...missing the draft without reason/pre-ranking, not participating in FA, not having enough guys under contract, or letting super-stars leave the team for no reason, (say you could sign Kershaw, and you have a ton of cap, and you just decide that you don't want him, well....you better give me a good reason), tanking, playing players out of position, etc.
Every two years, if a team has not recieved another demerit, 1 demerit will be erased.

Current Demerits


In-Season Free Agency
During the year, all players that are picked up will be assigned a 1 year contract, worth $1.

Spring Training
Spring training will consist of 30 games.
Rosters will expand to 40 during these games.
Injuries from ST will carry over.

Player Positional Switches
A player may switch positions, from 2B/OF for example to OF/2B by playing a minimum of 5 spring training games at the new position. Each of these type of switches has a $1 fee. You cannot change it to UT, IF.  Note this rule can only be applied to switching from a primary to a secondary position.

If you want to change a players position to another for example a 3B/2B to OF/3B you must plead your case to me and i will consider.

Bad Teams
If a team becomes terrible, and starts to have a turning stall of owners, the commish will edit contract?s, cut contracts etc. to make the team in a reasonable place to rebuild. This is a drastic measure, and I do not see this happening often, and hopefully never.

WinterBall
Each team can send a maximum of 5 players to WinterBall facilities.
WinterBall will consist of 4-6 teams that will play each other, while the offseason occurs.
WinterBall will consist of 120 games.

Players are eligible for WinterBall, if, and only if
a.) They have logged less than 50 AB, or 25IP, 10 IP (for relievers) for their entire career.
b.) Players must have a minimum of 175IP in real stats or 400 AB, or 50IP (for relievers).
c.) Age limit, no player over the age of 26 may play in WB
d.) A player can only participate in WB three times in their career.

The top 50% of hitters in WinterBall from MLB teams will receive a positive progression, according to OPS. The middle 20% will receive no progression. The bottom 30% will receive a negative progression.

The top 50% of starting pitchers in WinterBall from MLB teams will receive a positive regression according to DICE. The middle 20% will receive no progression. The bottom 30% will receive a negative progression.

The top 50% of relief pitchers in WinterBall from MLB teams will receive a positive regression according to DICE. The middle 20% will receive no progression. The bottom 30% will receive a negative progression.

An example of a positive progression, I will create a holding team, and move all players to the holding team. I will then run a progression, if the oldest player is, say, 26, I will make it so that team progresses if they are under the age of 27 according to their potential progression type (F, U, C, A, S).
A negative progression is basically the opposite, essentially I will place all players receiving a negative progression on a holding team, and place the age so that anyone above the age of 17 will negatively progress, in accordance to their potential. It would be the same type of progression as a player who, say is 35 and declining each year.
These progressions will not age the players, it will just change their statistics.

Misc. Rules

Slump Buster will be set for 5 day during the regular season. 0 Days for the playoffs.

Playoffs will be in the following format

All-Star will be selected by the PC. There may be a game played, (this would be in a sandbox or another league), but it would really just be decorative.

I am probably going to sim 4 games per day.

Injuries are set to a maximum

Owner Recruitment Bonus- If an owner is able to recruit another owner you will receive a $2 bonus.

Fees will be used in assessing Luxury Tax Spending

For the first year only, Luxury Tax will be calculated at the end of the season. The reasoning, is that during the 1st year only teams will not be forced to sign everyone up to contracts. However, after the first year teams will be forced to have contracts to everyone on their roster. Thus I do not want teams forgoing the Luxury Tax by having $0 for the entire year until the last day, then signing everyone and having say a budget of $250, but get away with not having to pay luxury tax by saying that they only held on this amount of salary for 1 day out of the entire year.

PTBNL- you may have a player to be named later in a trade but you will have 50 sim days to decide on a player and he must have no stats aquired. if no player is decided on by then, then you both will be fined $5.

Overall Rules
No Tanking- Tankers will probably just be kicked out, or severely penalized
No Cheating
Be nice, no excessive whining, complaining, etc.
No slurs.
Try not to cuss excessively, I mean some is fine, and the clever ones will be rewarded?but don?t be a prick about it.
Treat others how you would like to be treated
Commish has final decision over everything
Rules are up to the commish in the end.
Etc. etc. I mean guys I think we can all know what to do and what not to do?.

If a member leaves the league or forfeits the job, the backup will replace them. There will be an emergency election for a backup position. The former backup will assume the term, so if the term the backup is serving has another 3 years left, then the backup will stay in that position for the next 3 terms.


Trade Watch-List (Owners on this list will have their trades evaluated more critically than those off the list, this will be either due to lack of experience on PC, or that they have had a bad record of making bad trades [however these owners may not actually make it into the league anyway] for inexperienced owners its really just to assure they are evaluating players correctly and that vets are not taking advantage of them. Also if any vet does take advantage of them, they will be reprimanded, and if its really bad or occurring, I may start to impose penalties)

Interactions
I am thinking of trying to do something that is similar to what pandaman did for Fun and Fancy Free. Maybe something in a podcast form or youtube video. Essentially every few days or week or something I may talk about what is up with the league, the going on's, etc. I could have guests come on, or I may get a co-host or something as of right now it seems i have an owner interested in running it but nothing is official.
