in WAR leagues, is that number treated the same as FIRE? Will a player with 10 WAR be on fire 10% of the time? Or is there a different calculation since it's capped at about 10 for modern day players?

Same calculation - it serves as a way to reduce On Fire as well - if you want more On Fire players, stick with the classic number.
