Evict bot teams when not full

@gbacci just repeating a suggestion I made before

I have a couple of auto leagues with 11 of 12 teams and 4 bots already. I still think that when bots are added, and the league does not end up full you should just auto-evict the bots to reset things. It is more likely to have people join a league with only 7 teams in it than one with 11.

A button to let us evict them in this scenario would also work. But what I think happens is the bots get added to bring the league up to 12 teams. One of the teams has not drafted so you evict that team which bring it back to 11. When this happens, you should also evict all bots so that it resets and lets people want to join.
