Deadball era and no relievers

If our league wanted to draft from a single season in the deadball era, what happens when there are no relievers and all 10 drafted pitchers would be starters?

How will the game manage that? Can you even set a bullpen?

you would have to decide what starters would be relivers for your team i belive

1st you set 5 SP - the remaining pitchers can be set in order in your BP. They automatically will change to RP and their Rk will change.
