As a relative noob, can someone help me understand the importance (if any) of DICE in evaluating pitchers? My understanding of defense-independent pitching stats is they're premised on a belief that pitchers have relatively little influence over whether balls put in play become hits or outs. But I assume the algorithm takes into account a pitcher's H/9 when determining the outcome of an AB. Is that true? If it is, that should mean a pitcher does have an influence over the BABIP against them, and a stat like DICE doesn't really seem relevant.

I would think some estimate of ERA that only excludes D +/- would be a better indicator of defense-independent pitching in PC world. So I've ignored DICE when looking at pitchers so far. But please let me know if I'm off base!
