I agree with Gbacci. There are some prospects like Trout, Strasburg that are different from low prospects. However, even the high prospects may have a down year here or there (Harper) and not just steadily improve every single year. So I think there still needs to be a chance of a slight regression, a chance at staying flat, and a chance at improving. Top prospects would have the greatest chance at progressing and the lowest prospects would have the lowest chance at progressing.
